Gender Specialist, Kabul, Afghanistan


Under the overall guidance of the Representative and the direct supervision and guidance of Deputy Representative, the Gender Specialist will be responsible for providing technical support, strategic advice and substantive backstopping to partners in relevant government agencies and civil society in the areas of gender equality programming within the context of Country Programme implementation. The Gender Specialist will contribute to capacity building of NPO, NPPP and NPA working within the Gender Unit of the Country Office and will advocate for the mainstreaming of gender into all programme activities pursued by the Country Office. The Gender Specialist will interact, cooperate and identify opportunities for close coordination and cooperation with other UN entities and interested third parties in the area of gender. Furthermore, the Gender Specialist will lead and supervise the Gender Unit at UNFPA Afghanistan. The Gender Specialist is expected to guide national staff and provide substantive support in development of projects and programmes and solicit donor funding in closely working with the supervisor. A: Technical Advisory Services for Gender Equality Programming 1. Provide advisory and technical support to the implementation of the Country Programme Action Plan (CPAP) (2010-2013) for UNFPA Afghanistan, with a focus on the rights of girls and women and vulnerable and excluded females. This will entail the provision of strategic and technical guidance to UNFPA and other UN staff to participate and, where appropriate, provide leadership on gender issues within the context of UN thematic group activities, UN Joint Programmes and partnership with donors and other partners in the gender field; 2. Provide technical support to NPOs, in close coordination with the Monitoring and Evaluation Officer, in the development of their Annual Work Plans (AWP) in line with UNFPA Strategic Plan, UNDAF, CPAP and National Strategies.
3. Provide support for participatory and gender-responsive mechanisms to monitor and evaluate progress towards national gender-related outcomes with UNFPA support as reflected in the CPAP as well as within the work of the wider UN system. 4. Provide technical and related programme leadership, management advice and strategic support and guidance to NPOs and facilitate work with related international consultants on finalization and/or development of specific projects and interventions, such as the development of the standard GBV treatment protocols; capacity building of Ministry of Interior on VAW; capacity building of state and civil society actors on CEDAW reporting and implementation of Security Council Resolutions 1325 and 1820; research studies in gender field; gender specific statistics and indicators; and others. 5. Provide guidance and support to national programme staff in conduction of gender and culturally sensitive advocacy, awareness-raising and educational interventions. 6. Coordinate a capacity gap assessment of the national programme staff on gender and provide a related capacity building and learning plan. Provide regular training sessions on gender mainstreaming and HRBA to current and new staff in accordance with the Office Learning Plan. 7. Establish the proper progamme management filing system for Gender Unit to ensure that evidence, technical knowledge and analyses of the lessons learned are collected, managed, disseminated and available for application in UNFPA operations. B. Evidence based advocacy, knowledge development and dissemination 1. Lead the analysis, synthesis and documentation of trends and research findings in the area of Gender equality and women's empowerment in order to produce cutting edge technical knowledge relevant to the specific country context in Afghanistan and specific regional settings; 2. Identify, analyse, and synthesise information and state-of-the-art technical knowledge and us this in evidence based advocacy and resource mobilization efforts to improve the effectiveness of UNFPA operations, specifically but not exclusively at the sub-national level; 3. Identify policies and laws, together with other UN agencies as part of the UN Gender Working Group, that may require strengthening to ensure gender equality issues are effectively addressed; 4. Contribute to knowledge networks and communities of practice; 5. Strengthen the CO capacity regarding gender mainstreaming, culture sensitive programming and the human rights-based approach to programming; 6. 13. Cooperate and partner with other UN Agencies in engendering national legislation, development of national strategies and programmes, NAPWA implementation, Law on Elimination of Violence against women and other related national policies. C: Coordination and Strategic Partnership 1. Take a leadership role as Chair of the GBV Sub-Cluster under the Protection Cluster, in close coordination with Afghanistan Independent Human Rights Commission, UN Agencies and International/National NGOs, in order to strengthen and enhance the efforts and activities of stakeholders in the country, in the prevention of and response to gender-based violence within the context of humanitarian action in Afghanistan. 2. Participate in other interagency and partnership mechanisms like UN Country Team Gender Working Group, Gender Donor's Group, the Ministry of Interior Coordination Group and other networks and fora to ensure UNFPA's involvement and strong partnership with all gender actors. 3. Provide specialized advice to UNFPA Representative to enhance integration of Gender Equality through mainstreaming; through UN coordination as well as country-coordination promoting and sustaining inter-agency cooperation and harmonization of gender-related activities; strengthening UNFPA's role in the ongoing multi-sectoral interventions and Joint Programme processes; 4. Perform any other duty as directed by the supervisor. JOB REQUIREMENTS: • Advance university degree in social work or other social sciences, public health, community health, international relations, international law, human rights or related field; • Specialized training in reproductive health, social work and/or fields directly related to gender-based violence response. • Seven years of working experience in the fields of gender equality, including in Asia or Central Asia; • Proficiency in office software applications (MS Word, Excel, PowerPoint) • Excellent language English skills, including the ability to draft reports clearly and concisely • Working experience in conflict/post conflict settings; • Experience of mainstreaming, advocating or implementing gender issues at the field level; • An understanding of participatory approaches to development, including participatory planning and participatory M&E; • Skills as a trainer, including training-of-trainers (TOT); • Familiarity with statistical software packages
