Job Summary

The Papua New Guinea Electoral Commission (PNGEC) is responsible for managing the conduct of elections in PNG. The Phase 3 of the Electoral Support Program works with the PNGEC to support the current efforts of the Government of Papua New Guinea through the PNGEC to plan for, and administer elections. The current phase commenced in February 2011 and will extend to December 2013. Cardno Emerging Markets (Australia) manages the Program on behalf of AusAID.
 
The Program aims to: “to contribute to strengthening Papua New Guinea electoral systems” and is designed around four components:
Component 1:  To strengthen electoral governance
Component 2: To strengthen PNGEC capacity to manage elections
Component 3: To increase PNG electoral and civic awareness
Component 4: To improve research, analysis, program management and coordination.

Key Responsibilities

​The position will provide surge capacity to support the PNGEC’s Director of Operations and Operations Branch team members during the critical period leading up to and during the 2013 LLG elections. Although not inline the position will be a more hands-on role with capacity development being applied through the transfer of practical election planning knowledge and skills directly associated with the management of the LLG elections.
 
The Local level Government Capacity Development Adviser, Operations Branch will:
  • Coach, mentor and support the Director Operations and seek to institutionalise sound management skills, processes and systems within the Election Operations Branch with a hands-on approach focusing on the LLG elections. 
  • Assist the Director to regularly review the progress of systems and procedures that are developed, ensuring where possible they provide sustainable outcomes for planning and implementing the 2013 LLG elections .
  • Coordinate and assist the election operation managers to ensure planning and implementation of the LLG elections  is progressed and delivered successfully.
  • Ensure that coordination and communications are improved between branches and provincial offices in planning and implementing the LLG elections.
  • Assist the Director Operations to improve the capacity of provincial election managers in preparation for the LLG elections and make recommendations for alternative solutions where this cannot be achieved.
  • Actively engage with the PNGEC Senior Management Team to assist the improvement of general management skills and teamwork associated with planning and implementing the LLG elections.

Other Requirements

The ideal candidate should have
 
  • Proven experience in managing complex public sector projects preferably in a developing country context at a senior level. 
  • Proven experience developing and implementing operational plans for high risk/high profile national programs.
  • Successful experience in capacity development, preferably in a developing country context.
  • Demonstrated ability to share knowledge, coach and mentor staff so as to transfer skills.
  • Demonstrated ability to work successfully in teams.
  • High level problem solving skills.
  • Management and supervisory experience.
  • Demonstrated analytical and reporting skills.
  • Demonstrated interpersonal, relationship management and negotiation skills.
  • Success in working across cultures to ensure development and capacity building.
  • Experience working on AusAID projects and/ or working in a Melanesian country would be an advantage.
