IntraHealth International is seeking a Monitoring and Evaluation Director for the CapacityPlus project, the flagship global health workforce project of the United States Agency for International Development (USAID), to be based in Washington, DC.

CapacityPlus is a five-year global project funded by USAID that is at the vanguard of efforts to strengthen the human resources needed to implement quality health programs for family planning and HIV/AIDS in developing countries. It addresses the entire labor marker cycle, including planning and finance, human resource management, as well as the number of healthcare workers needed and the quality and performance of those workers. Through innovative, evidence-based work in the field of HRH capacity building, the project is strengthening the human resource systems necessary to develop, maintain and support the workforce, while at the same time building capacity in service delivery. CapacityPlus efforts will accelerate universal access to high quality family planning/reproductive health, HIV/AIDS, and other health services.


Primary Responsibilities:
The director is a senior leader for IntraHealth and the IntraHealth-led global CapacityPlus Project, a five-year USAID-funded leader with associates cooperative agreement, with a ceiling of $300 million, worldwide implementation and multiple funding mechanisms at the global and country level. S/he is a member of the project leadership and management teams and is responsible for leading results driven monitoring, evaluation and research activities for CapacityPlus that contribute to project objectives and the advancement of the field of evaluation in HRH capacity building globally. The director will provide strategic and technical leadership in monitoring and evaluation, results reporting and knowledge management, and will contribute to innovation and efficacy in project interventions. The director will be at the forefront of efforts to build a global knowledge base of effective HRH capacity building approaches and serve as an advocate for them. S/he will work in close collaboration with the project director, deputies, IntraHealth and partner staff and/or consultants to ensure the highest standards in meeting donor and stakeholder expectations. The director will be instrumental in positioning CapacityPlus as a global leader in health workforce monitoring and evaluation through the development and dissemination of solid evidence based tools, analyses and publications tied to country application, improved service delivery and better health outcomes.


Essential Functions:
• Provide strategic and technical leadership in monitoring, evaluation, operations research, results reporting and knowledge management to the CapacityPlus teams
• Lead the development; refinement and implementation of the project’s annual performance monitoring and evaluation plan and the development of specific M&E focused initiatives.
• Working closely with the project management and USAID representatives, s/he will play a significant role in the development of CapacityPlus’ legacy , final reporting and other project documentation.
• Ensure the review and approval of all country M&E plans by qualified staff.
• Assist in the hiring, mentoring and capacity building of US and country-based M&E staff;
• Guide and oversee the collection of information and documentation of progress towards results, working in close partnership with USAID, country governments, stakeholders and IntraHealth staff and resources
• Conduct country site visits to build local M&E capacity, support data collection, analysis and reporting and/or to conduct data quality audits (DQA).Work in partnership with the deputy director, program management and administration to support the development and presentation of progress reports to USAID
• Lead the dissemination and utilization of project results to inform program design and share lessons learned with a global audience
• Assess research needs and opportunities and design and implement operations research that can inform the project and contribute to global knowledge of effective HRH strengthening interventions.
• Develop a repository of tools, guidelines and reference documents for M&E and/or that may be used by, and are easily accessible to, staff and external audiences globally.
• Develop technical capacity in M&E for HRH in project staff, partners and other stakeholders
• Participate in meetings with USAID representatives and other stakeholders on a regular basis in relation to results and the project's results framework
• Be a visible leader/pioneer in strengthening M&E for HRH capacity building globally and being an advocate for effective HRH capacity building approaches
• Supervise results and knowledge management team members, setting performance expectations and conducting performance reviews
• Supervise the CapacityPlus gender portfolio and ensure that it is advancing the health workforce field, generating impact, and is properly integrated with the rest of CapacityPlus’ work.
RequirementsPhD preferred or other advanced degree in public health, a social science or a related field and ten or more years of successful experience designing and implementing health program evaluation and applied research in developing country settings. Five or more years’ experience leading and managing a professional staff; strong coordination and team leadership skills. Proven experience working with USAID and/or USAID contractor. Demonstrated experience in research and evaluation design and methods, with a background in mixed research methods (both qualitative and quantitative). Demonstrated experience leading and managing results driven teams, including time and resource allocation. Experience with HRH preferred. Experience with a global project preferred

• Documented record publications in peer-reviewed journals and other venues preferred
• Ability to work efficiently and effectively on diverse andcross-functional teams; and remotely with staff in multiple locations (in Chapel Hill and overseas)
• Excellent oral and written communication skills in English, mastery of Spanish or French desired
• Ability to travel up to 25% of the time
