IntraHealth International is seeking a Senior Monitoring, Evaluation and Research Technical Advisor to be based in the Chapel Hill, North Carolina office.

PRIMARY JOB RESPONSIBILITIES

The Senior Monitoring, Evaluation and Research (MER) Technical Advisor provides technical leadership and state-of-the-art technical assistance for MER excellence in country programs. S/he provides technical assistance to country teams in the application of MER policies, protocols, tools and templates to ensure evidence based planning, programming, reporting and adherence to quality standards, and the use of data for decision-making. The Senior MER Technical Advisor promotes the strategic vision for MER in the organization, including actively pursuing opportunities to integrate the organization’s MER strategy into projects, aligning the portfolio of projects with the organizational results framework, and documentation and publication of evidence.

The Senior MER Technical Advisor is based in Chapel Hill, North Carolina, and reports to the Director of MER. S/he works closely with the country based MER staff and US based program and technical advisors, and travels internationally an estimated 30% of the time.

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Provide technical assistance and support for the design of project Performance Monitoring Plans (PMPs) and strong MER systems in country programs, ensuring compliance with IntraHealth MER policies and standards and country and donor project reporting requirements. MER systems include MER operational plans; Learning, Documenting and Dissemination Plans (LDDPs); and Data Quality Assurance systems and tools.
• Provide technical assistance for all MER activities and results reporting in country programs, including quarterly/bi-annual, annual and other reports, per donor requirements, providing technical editing as needed.
• Provide technical assistance and guidance for the design, implementation and oversight of baseline assessments, project evaluations, operations research, and special studies, including technical and quality oversight for study design, sampling, data analysis and interpretation, and report writing, ensuring Human Subjects Protection and other IRB and ethics committee approvals as required.
• Engage in training and mentoring of HQ and country staff in MER based on organizational capacity building plans.
• Assist with the development of IntraHealth MER policies, standards, guidelines, reference materials and other tools for use in country programs.
• Contribute to the development and implementation of IntraHealth’s MER strategy and agenda.
• Provide leadership to maintain and upgrade the system for linking project indicators with the global results framework for purposes of quality monitoring, annual reporting and impact assessment.
• Lead the preparation of IntraHealth’s annual Organizational Results Report.
• Contribute to the documentation, dissemination and utilization of project MER data to inform programmatic and stakeholder decision-making, assess progress against deliverables and share lessons learned.
• Disseminate results through conference abstracts and presentations, web documents, peer reviewed publications, and Monitoring and Evaluation Working Group (MEWG) meetings.
• Participate in expansion of IntrHealth’s portfolio of evaluation and research grants in HRH and systems strengthening.
• Develop M&E sections of project proposals, including PMPs and M&E plans.
• Represent IntraHealth at national and international events.
• Perform other duties as requested by the Director of MER.

RequirementsMaster's or other advanced degree in public health, epidemiology, demography, social sciences or related field and at least 8 years relevant work experience; or Bachelor’s degree and at least 10 years relevant work experience; or equivalent combination of education and experience. Demonstrated experience designing, implementing and publishing quantitative and qualitative research and evaluation studies Demonstrated advanced skills in quantitative methods, statistical analysis, evaluation research design, and data interpretation and use. Minimum three years’ work experience in global health in low resource settings, with responsibilities that included providing MER related assistance to host country governments and local implementing partners. Experience with USAID or CDC and with PEPFAR funding, including evaluating and reporting on results for USG-funded projects. Experience working in health systems strengthening programs.

• Strong oral and written communication skills in English; mastery of French, Spanish, Swahili or other relevant language desired
• Demonstrated ability to work independently, take initiative, multi-tasking, work under pressure and meet deadlines
• Ability to travel domestically and internationally approximately 30% of the time
• Publications in peer-reviewed journals
• Knowledge designing and implementing operations research studies
• Proficiency in a foreign language (French or Spanish) would be a plus.
