Please be aware that your home Administration/Agency/Service/Government will be responsible for all of your salary/remuneration, social insurance, pension contributions, welfare benefits, family allowances, benefits during your assignment at INTERPOL as well as travel, removal expenses related to your arrival at and departure from INTERPOL and any other related costs depending on your circumstances. However, in this particular case, INTERPOL may consider partially/fully contributing to the remuneration of the selected candidate.  Therefore, it is requested that you obtain in writing, confirmation from your home Administration/Agency/Service/Government whether it agrees to second you and which option it choses (standard conditions of secondment or Paid Secondment).

INTERPOL is now looking for a qualified candidate as Head of the Liaison Office in Bangkok.

Duration:Three-year secondment (renewable)

Introduction Of Post:
Under the supervision of the Director, NCB and Regional Police Services, the incumbent manages the Liaison Office in Bangkok and ensures (1) that the policies of the Directorate, in so far as they concern the work of the Liaison Office, are known, understood, and fully implemented, and (2) that the Liaison Office operates efficiently and actively supports the Executive Directorate Police Services’ regional and global programs and projects.

Primary Duties
Under the supervision of the Director, NCB and Regional Police Services, the incumbent performs the following duties:
1. Defines, plans, and implements the policy of the Liaison Office (LO) in order to assure that it provides quality, up-to-date specialized knowledge, training and investigative support to INTERPOL’s member countries;
2. Ensures that the LO identifies existing and emerging crime related problems and provides solutions for the international law enforcement community;
3. Assists the Director in the continuous development of the NCB and Regional Police Services Directorate, the Executive Directorate Police Services and INTERPOL;
4. Develops and maintains effective contacts with the Directorates and Sub-Directorates of the General Secretariat;
5. In consultation with the Director, makes recommendations on projects and missions to be undertaken by the LO and prepares accurate and timely reports on action taken;
6. Performs other duties as required.           
     
Requirements
All candidates will be assessed on the under mentioned requirements.
Training/Education
• At least five years’ University education (preferably in Law, Public Policy or Police Management).
• Law enforcement training at a senior management level.
Languages
• Professional fluency in English
Experience
• Minimum of 10 years’ experience as a Senior Manager of a national law enforcement agency or an equivalent position in an international law enforcement organization;
• In the area in question and, where necessary, proven experience in management;
• Sound background in criminal investigations;
• Experience in planning and managing complex tasks under minimum supervision;
• Experience in working in an international environment would be highly desirable; either from employment in an international organization or from participating in international working groups, joint international projects, etc….
 Specific skills
1. Strong communication skills, both in written and oral form (public speaking and delivery of presentations).
2. Experience in working with computers including knowledge of oral presentations software, business intelligence and word processing software.
3. Strong management skills, such as:
• Leadership: is proactive in developing strategies to accomplish objectives;
• Vision: clearly communicates links between the Organization’s strategy and the work unit’s goals;
• Empowering others: delegates responsibilities, clarifies expectations, and gives staff autonomy in important areas of their work;
• Building trust; 
• Managing performance: regularly discusses performance and provides feedback and coaching to staff;
• Judgment/decision-making: gathers relevant information before making a decision.
 
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial

• Knowledge of one of the languages spoken in the region;
• Knowledge of another of the Organization’s official languages (Arabic, French or Spanish.

Working Conditions

• Remuneration:  For this specific secondment, INTERPOL may consider partially/fully contributing to the remuneration of the selected candidate.
• Depending on the nationality of official, an expatriation allowance may be paid for a maximum period of six years. For more information regarding conditions of service see Employment conditions for seconded officials available on the web site (www.interpol.int).
 • The incumbent may be required to work overtime depending on workload, and to travel abroad as part of his/her duties on short notice.
