Program and Organizational Development (POD) – Program Manager


J/P Haitian Relief Organizational (J/P HRO) evolved as an organization since its inception in January 2010, transitioning from an emergency to a development context. Hence, the need for J/P HRO’s structure to adapt accordingly in order to support new monitoring and reporting needs, as well as efficiency imperatives.
The Program and Organizational Development (POD) Department, which comprises 3 units (the Program Development, Monitoring and Evaluation and Organizational Development units), was created in 2012. Throughout that year, the Department played an increasingly important role in supporting Senior Management in its decision making process and strategic planning for 2013; providing relevant and timely information to Program managers, the Director of Programs and the Country Director for reporting and other purposes; as well as implementing appropriate processes. In 2013, the Program and Organizational Development Department will cover a wide array of responsibilities as J/P HRO’s vision strives at getting the department’s three components working in a more integrated fashion. Indeed, the department’s new structure and staff additions to the team will allow these three components to work hands in hands: while Program Development / Grant Management will foster and manage relationships with current founders as well as prospect donors, Monitoring & Evaluation will follow up on program activities and financial information. The Organizational Development component will be instrumental in implementing processes to support the organization. Last but not least, as part of the 2013 new org. chart, POD will be pairing up with the Finance department in order to form a new entity called Accountability and Finance, reporting directly to the Deputy Country Director. The Accountability department will support as best as possible the quality control process of information from Programs, Program support and Senior management. Description Acting like an internal consulting manager, the POD Manager will also be leading internal analyses and spearheading organizational development efforts across departments. S/he will oversee the monitoring and evaluation of project results and ensure proper reporting to J/P HRO’s donors. Importantly, s/he will be responsible for the grant development efforts of J/P HRO to a wide range of stakeholders and lead the preparation of competitive proposals. S/he will be supervising the Program development/Grants Management, Monitoring and Evaluation and Organizational development teams. Responsibilities: Grants Management and Proposal Development - Oversees the Grants Manager in her/his duties of proposal team leader and/or writer for proposals - Briefs the Grant Manager during the Proposal development process (conception stage) and then reviews the proposal once the GM has reviewed it and said it is ok on his/her level - Oversees work that Grant Manager will do in terms of overseeing the work plans for proposal development, with detailed activities and schedules and ensure that schedules are adhered to - Oversees the Monitoring and Evaluation Manager and makes sure that relevant information from the J/P HRO program teams are collected for proposal preparation - Reviews competitive proposals for adherence to solicitation requirements - Facilitates best and final offer negotiations, this may include negotiation of terms and conditions of awards, revisions to grant proposals and budgets Monitoring and Evaluation - Oversees the work of the M&E Manager - Oversees the implementation of key performance indicators and deliverables for both new and established projects and their monitoring throughout the duration of the projects - Oversees the formulation of baseline measures and targets from new projects with the relevant departments - Oversees the evaluations of projects that have been realized - Ensures the documentation of the lessons learned and best practices of the different projects. Organizational Development In 2013, this freshly-assembled team is going to have a critical role for the sustainable development of J/P HRO. Working closely with Senior Management, and M&E, this team will be responsible for assessing organizational and performance gaps, conducting internal advisory projects to improve organizational performance, implementing all processes in procedures that will ensure JP is as accountable to its donors, management and, most of all, its beneficiaries as possible. - Leads the assessment of organizational and performance gaps within the different programs and present recommendations on corrective actions to the Program Managers; - Conducts internal advisory projects to improve organizational performance, ensuring proper change management for long-lasting impact on J/P HRO’s activities; - Assists programs in the creation and updates of their standard operating procedures; - Participates in special projects, as needed; - Completes other duties as assigned by the Director of Accountability and Finance Qualifications: - Master’s degree in a relevant field : project management, organizational development, international relations or equivalent (required) - Minimum of 8 years of work experience (required) - Minimum of 5 years of work experience in the humanitarian field (required) - Minimum of 5 years’ experience in project management and/ or team management and supervision - Minimum of 3 years in drafting proposals for major development agencies such as CIDA, ECHO, USAID, World Bank and/or fostering donor relations (desirable) - Previous work in monitoring and evaluation (required) - Previous work in management consulting : project management; process reengineering, Standard Operating Procedures (SOP) writing (desirable) - First-hand knowledge of the Haitian context (desirable) Skills: - Excellent interpersonal skills with the ability to effectively network and manage a variety of relationships in a multicultural environment; - Capacity to represent the organization in multiple settings - Proven team management skills; - Solid organizational skills and capacity to prioritize and work productively and accurately while under pressure in a fast-paced, demanding environment; - Superior written communication skills, evident through written proposals or other submissions; - Flexible work attitude, ability to meet unexpected demands and capacity to work both in a team environment and independently; - Ability to work under pressure; meet tight deadlines and work long hours (required) - Strong computer skills with MS Word, Excel, and PowerPoint; - Fluency in English and French (required), both verbal and in writing. - Fluency in Creole (desirable); - Integrity and commitment to humanitarian values.
