Program Officer – Learning and Evaluation
SUMMARY
 USIP seeks a Program Officer – Learning and Evaluation. This position is based at USIP’s Washington DC headquarters. This position reports to the Vice President, Program Management and Evaluation.
Desirable applicants will be dynamic thinkers both in regard to how to creatively and credibly monitor and evaluate complex programming in unstable environments and in regard to how to lead change within organizations. Applicants should be pluralistic in their approach to methodology, comfortable with both qualitative and quantitative data, and comfortable with conducting monitoring and evaluation in data poor environments. The ultimate goal of the position is to strengthen the culture of evaluation at USIP and contribute toward USIP becoming a true learning organization.
 PRIMARY RESPONSIBILITIES
  •  Serves as lead internal consultant to USIP programs on monitoring and evaluation. Assists program staff with program design to facilitate evaluation, designing monitoring processes, designing evaluations, developing scopes of work for evaluation consultants, developing dissemination and use plans for evaluation results, etc.
  • Responsible for continual improvement of USIP evaluation systems. This will include overseeing implementation of the USIP Evaluation Policy, managing the internal learning and evaluation resource site, Learning @ USIP, developing internal training and learning events, and so on.
  • Serve as the key USIP point of contact with the broader peacebuilding field on evaluation issues. Lead USIP’s activities within the Peacebuilding Evaluation Consortium housed at the Alliance for Peacebuilding. Develop new initiatives to improve evaluation within the field as a whole and further establish USIP as a leader within the field on these issues.
  • As necessary, lead evaluation teams conducting evaluations for external USIP partners. Design evaluations in consultations with USIP partners, assemble evaluation teams with USIP staff and external consultants as needed, conduct evaluations, write evaluation reports, and lead consultations on evaluation findings.

Qualifications


QUALIFICATIONS
  • Applicants must be U.S. citizens or nationals of countries listed in our Foreign Hiring Policy. 
  • BA required, MA preferred.
  • Four years of experience in peacebuilding or similar field, such as democratization and governance, civil society, youth development, etc.
  • Demonstrated expertise in monitoring and evaluation, particularly improving monitoring and evaluation systems and processes within organizations.
  • Experience designing and leading evaluations of peacebuilding programs or related programming.
  • Demonstrated ability to manage and analyze data, create data management systems, and effectively present the results of data analysis. Ability to manage data in Excel required, ability to use SPSS or STATA preferred. Experience developing common data platforms and dashboards desirable.
  • Excellent writing skills required, including ability to write in a variety of formats for a variety of audiences.
