The ILO invites interested parties to submit their expression of interest for the following vacancy:

- Registrar of the ILO Administrative Tribunal

The following are eligible to apply:
- Internal applicants in accordance with paragraphs 15 and 16 of Annex I of the Staff Regulations.
- External applicants.

INTRODUCTION
The ILO Administrative Tribunal has the role of hearing complaints from serving and former officials of the ILO and of over 50 other international organizations that have recognized its jurisdiction. The ILO provides funding for the core functions and logistics of the Tribunal, the rest of the costs being apportioned between the organizations over which the Tribunal has jurisdiction.

The Tribunal is serviced by a Registry, comprising a Registrar and a team of around a dozen legal officers and support staff. The Registry's secretariat receives the documents submitted in the course of the proceedings and replies to requests for information. While the Tribunal is administratively attached to the ILO and the staff of the Registry is appointed by the Director-General of the ILO, the Registrar operates under the independent supervision of the judges of the Tribunal. The Registrar directs the Registry, executing the instructions of the Tribunal and its President. The Registrar has the following duties: 
Description of Duties
The Registrar has the following duties:

1. (a) The processing ("instruction") of complaints:

deciding whether or not a party's submissions are in line with the Tribunal's Rules, and requiring corrections where they are not, before forwarding them to the other party;
in exercise of the authority conferred by the Tribunal, extending time limits for the submission of briefs and deciding on other matters relating to the processing of complaints, save any that the Registrar considers to require referral to the Tribunal or to its President;
advising complainants or their counsel on the procedure to be followed and on precedent.

(b) Correspondence and talks on financial and other matters relating to the functioning of the Tribunal with the representatives of the intergovernmental organizations that have recognized the Tribunal's jurisdiction (in particular executive heads, legal advisers and heads of human resources), as well as those of other organizations that wish to accept the Tribunal's jurisdiction.

(c) Cooperating in whatever ways the Tribunal and the Registrar see fit with the United Nations Administrative Tribunal and other international administrative tribunals.

(d) Making proposals to the President of the Tribunal for the session list, the allocation of cases to the judges, the composition of chambers and the order of business.

(e) Responsibility for the drafting of a summary of the material facts and parties' pleadings for each case on the list, to be included in the final text of the judgment concerned.

(f) Assistance to the judges of whatever kind they wish. This includes responsibility for providing guidance on precedent.

(g) Formulating in writing and communicating to the parties interim decisions and instructions of the Tribunal.

(h) Responsibility for the checking and translation of the final texts of the judgments of the Tribunal in English and French.

(i) Announcement of the judgments in public; responsibility for their publication and distribution.

2. Ensure a sound management of the funding arrangements of the Tribunal.

3. Lead and manage an integrated team of lawyers and support staff in carrying out the above duties. Establish and appraise workplan objectives and action plans, ensuring timely and quality completion within resources available. With due regard to programming and financial considerations, the selection and recruitment of temporary staff for Tribunal sessions.

4. Responsibility for the management of the database on the Tribunal's case law (TRIBLEX) and maintenance of the Tribunal's website.
Required Qualifications
Education
Advanced university degree (doctorate or equivalent) in law with specialization in administrative law, or equivalent in experience. Advanced knowledge of international law in relevant areas, such as that of judicial institutions and intergovernmental organizations in particular.
Experience
At least ten years' experience in intergovernmental organizations, in a position of legal, administrative or policy nature, in or in the registry of an international administrative tribunal. Proven experience in a managerial function including direct supervisory responsibilities over a team.
Languages
Excellent oral and written command of English and French.

Independent judgement and excellent skills in analysing and organizing facts, capacity to consider policy considerations and in presenting clear and convincing legal advice. Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes.

APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Other allowances and benefits subject to specific terms of appointment:
  • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child);
  • Children's education grant (per child per year);
  • Pension and Health Insurance schemes;
  • 30 working days' annual leave;
  • Assignment Grant;
  • Entitlement to transport expenses of personal effects;
  • Repatriation Grant;
  • Home-leave travel with eligible dependants every two years;
  • Rental subsidy (if applicable).

Recruitment is normally made at the initial step in the grade.
Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.

While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
