Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.

The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.

Main Purpose

Reporting to the Section Head, the Safeguards Coordination Assistant (Scheduling) coordinates the Divisional inspection planning and scheduling, follow-up etc. He/she prepares the travel budget, manpower statistics and assists in the manpower requirement assessment.

Working Relationships

The Safeguards Coordination Assistant (Scheduling) works closely with all Sections' schedulers, Senior Inspectors, as well as Safeguards Inspectors and Support Staff, to obtain or give information necessary to prepare and revise inspection programmes, and liaises with the contact persons at Euratom.

Functions / Key Results Expected

Participate in programme coordination activities and carry out substantive administrative and clerical activities for the Division.
  • Maintain Divisional inspection schedules, including travel claim reports (TCRs) and related statistics.
  • Maintain continuous contacts with the planning officers, and other staff in the inspectorate of Euratom, on schedule related matters.
  • Liaise between the inspectorate of Euratom and the Operations Sections of SGOC, as well as between SGOC and other Operations Divisions with regard to scheduling matters.
  • Maintain records of inspection programming and assist in inspection scheduling.
  • Produce the quarterly travel budget for the Division.
  • Coordinate the submission of the quarterly inspection resource plan (PLARIE) to the SG Division of Information Management (SGIM).
  • Perform various administrative and clerical activities of the Division.
  • Provide required support and/or backup to other Safeguards Coordination Assistants as instructed by the Section Head and/or the Senior Inspector.

Knowledge, Skills and Abilities

  • High level of understanding of the importance of and the protocols involved with handling highly sensitive, confidential, and classified documents, specifically safeguards related.
  • Knowledge of safeguards concepts and procedures.
  • In-depth knowledge of inspection planning and divisional inspection procedures.
  • Communication skills: Ability to convey verbal information effectively and to draft correspondence and correct documents in accordance with established standards and requirements.
  • Interpersonal skills: Ability to act with tact, diplomacy, discretion and respect for confidentiality. Ability to work effectively as a team member in a multicultural environment and to establish and maintain a range of contacts and deal appropriately with counterparts.
  • Organizing skills: Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines, adapt to constantly changing demands and multitask. Ability to manage a heavy workload under time pressure.
  • Computer skills: Proficiency in MS Office 2010, which is the IAEA standard (Word, Excel, Outlook, PowerPoint), and the ability to use databases.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of six years of relevant working experience, some of which in an international environment.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
  • Language skills: Excellent command of written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €47 536 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
