Job Summary

​Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking a Senior Project Associate for the Centers for Disease Control and Prevention (CDC)-funded CDC’s Public-Private Partnerships in PEPFAR Countries Project (CDC P4). The objective of the project is to support the Office of the Global AIDS Coordinator (OGAC) and CDC in their scale-up of public-private alliances. Cardno serves a Secretariat function by managing and administering a growing number of public-private partnerships (PPPs) as part of the effort to meet PEPFAR’s HIV/AIDS prevention, care, and treatment goals. In its Secretariat role, Cardno provides management and technical support to the partnerships, as well as funds management, monitoring and evaluation, analytical services, knowledge management and strategic communications support.

Key Responsibilities

​Under the guidance of the Project Director, the Senior Project Associate will be responsible for supporting the coordination and implementation of the project’s activities. The Senior Project Associate will provide technical input and guidance on the overall project Monitoring and Evaluation (M&E) framework, as well as advising and providing technical support to the individual partnerships’ M&E requirements and activities in order to document and measure the impact of contributions made by PPPs toward accomplishing partnership and PEPFAR goals.  The Senior Project Associate will also support program activities as required. The Senior Project Associate will assist in the management of funds to ensure that public and private resources leveraged through the PPPs are disbursed, spent, tracked, and reported efficiently, and according to USG regulations.

Specific areas of responsibility include, but are not limited to the following:
 
  • In consultation with implementing partners, provide technical input on the design and implementation of an M&E system for all PPP activities. This will include finalizing program indicators, identifying and developing data sources, developing and maintaining systems for data collection, and developing templates for written routine reports per client reporting requirements.
  • Contribute to the development of knowledge management and M&E platforms at the Secretariat level through development of content, management and dissemination of information.
  • Coordinate data reviews, audits, and annual reporting processes at the Secretariat level, and at the PPP level.
  • Provide field-based technical assistance to PPPs and stakeholders, as requested.
  • Participate in sub-recipient monitoring activities, including review of implementing partners’ quarterly and annual reports for completeness and compliance with approved work plans and subcontract terms.
  • Assist in the preparation of interim and annual reports and other project reporting documents and ensure the timely submission of all reports as specified by the client.
  • Contribute to the development of guidance documents and tools to inform the scale-up and management of PPPs.
  • Work with the CDC P4 team to ensure timely communication with internal and external stakeholders, submission of reports, identification of implementation challenges, capacity strengthening needs, and any other risks and issues as they emerge.
  • Process subcontractor invoices and other payment requests in accordance with Cardno invoicing guidelines.

Other Requirements

  • ​Master’s degree (MPH, MBA or MPP preferred) required.
  • Minimum 5 years of years of successful experience in international development consulting, and familiarity with US Government donor-funded programs. 
  • Progressive practical experience in monitoring and evaluation for health projects.
  • Practical experience designing, managing and monitoring international health projects that apply a private sector approach.
  • Experience with HIV/AIDS prevention, treatment and care programs desired.
  • Practical experience with public-private partnerships, global development alliances, and public-private sector engagement desired.
  • Ability to work in a team, as well as independently.
  • Proven organizational skills, and a capacity to effectively manage multiple tasks under tight deadlines.
  • Strong analytical, verbal and written communication skills. 
  • Excellent writing skills.
  • Field-based experience in developing countries required. 
  • Ability to travel internationally, potentially up to 25%.
  • Fluency in English required, and proficiency of a second language preferred. 
  • US work authorization required.
