Project/Proposal Summary:
MSI was awarded a three-year contract with USAID/HAITI called KONEKTE (KONesans E Konpetans TEknik). The project focuses on strengthening the capacity of selected governmental, non-governmental, and private organizations to better implement the U.S. Government’s Post-Earthquake Strategy for Renewal and Economic Opportunity in Haiti by recruiting, mobilizing, managing, supporting and monitoring a cadre of professional technical personnel.
Position Summary:
MSI is seeking a Supply Chain & Information Systems Advisor for USAID on supply chain and information systems, as well as the broader service delivery portfolio to assist the USG in meeting strategic objectives. S/he will advise USG on the state-of-the-art in all aspects of strategic supply chain network design, operations with a focus on best practices in the international arena related to increased visibility and performance of supply chains. The Advisor will be based at the US Embassy in Port-au-Prince.
Responsibilities:
  • Serve as technical advisor on warehouse constructions to the USAID engineers and A&E contractor (AECOM) and on supply chain systems including accountability, outsourcing, performance management, and operations.
  • Oversee the implementation of the strategic supply chain network design and optimization.
  • Prepare and present technical reports, budget/financial analyses, quantification/forecasts, and other briefs as needed for program management and stakeholder consultations.
  • Contribute to the implementation and development of the USG health care waste management activities and broader MSPP program.
  • Lead the implementation of the USAID Haiti funded pharmaceutical waste management activity.
  • Develop sustainability scenarios for SCMS LMIS (logistics management information system) as it relates to possible shifts to other database platforms/interoperability with host country systems.
  • Implement GIS/Mapping efforts within the USAID Haiti Health team & coordinate with USAID Haiti PCPS and CDC Haiti.
  • Monitor the achievement of supply chain-related targets as part of the USG balanced scorecard and USAID Performance Management Plan (PMP).
  • Support MSPP to improve coordination of donor partners and oversight of supply chain system.
Qualifications:
  • Master’s degree in public health, health policy, international development, or related field is required.
  • A minimum of five years of professional experience in planning and managing public health programs within either the public and/or private sector setting are required.
  • Practical experience in the implementation and management of USAID supply chain management activities is required.
  • Strong English writing, research, and presentation skills.
  • Basic familiarity with French.
