Adeso Operations Manager


ORGANIZATIONAL CONTEXT
Adeso, formerly known as Horn Relief, is an expanding and vibrant African based international development and humanitarian organization. POSITION SUMMARY
Under the supervision of the CFO/COO, the Operations Manager (OM) will oversee the Logistics, Security and ICT departments in Nairobi. The main role of the OM is to ensure smooth functioning of the organization operations, consistent and high quality service delivery to programs/projects and constant evaluation and readjustment of policies and procedures to take into account changes within the operating environment.
POSITION PURPOSE
The OM leads and guides the Operations teams (ICT, Logistics and Security) and fosters collaboration within the team, with program staff and with other Adeso staff. S/he is also responsible for capacity building and training for the Operations team managers and for ensuring compliance with organizational and donor requirements.
SPECIFIC ROLES AND RESPONSIBILITIES Operations:
The OM ensures the strategic direction of Operations departments focusing on achievement of the following results:
• Coordination and planning of operational activities; • Performance management of the ICT and Security managers and the Logistics team; • Full compliance of operations with Adeso and donor rules, regulations and policies; • Maintenance of internal Standard Operating Procedures (SOPs) and operational policies; • Knowledge building and sharing with regard to management of operations, organization of staff training and synthesis of lessons learnt/best practices; • Management of the administrative functions of all Adeso offices in Kenya, USA and UK.
Logistics:
Supervision of the Logistics team, ensuring efficient procurement and logistical services, and focusing on compliance with Adeso policies and procedures, to:
• Continue implementation of logistics and procurement strategies e.g. sourcing strategy, supplier selection, evaluation and performance measurement of suppliers; • Manage Adeso assets, facilities and logistical services; • Support program and project staff with logistical requirements.
Information Communication Technology:
Supervision of the ICT team, ensuring proper and efficient information and communication management and focusing on:
• Development of, and compliance with ICT policies; • Development and implementation of IMS, including HRM and ERP; • Continued support services to programs.
Security:
Supervision of Security manager, ensuring that adequate security protocols are in place, and focusing on:
• Implementation of comprehensive security protocols for all Adeso office and field locations; • Communication of relevant security information in a timely manner to the SMT and heads of departments;
• Appropriate training for staff, especially those who are based in or regularly travel to remote field locations.
SKILLS AND QUALIFICATIONS
ESSENTIAL
• Undergraduate degree in a relevant subject (e.g. development, management, business) • Minimum 5 years management experience (of which at least 3years in operations/administration) in either commercial or non-profit organizations • Demonstrable knowledge of at least 3 of the following areas: Donor Rules and Regulations; Project Cycle Management; Logistics and Procurement; ICT; Security Management • Excellent written and analytical skills and proficiency in computer applications such as word processing, spreadsheets, PowerPoint • Demonstrable success in developing and monitoring compliance with organizational policies and procedures • Personal qualities of integrity and credibility, and commitment to the mission of Adeso • Strong decision making, team building and negotiation skills • Excellent people skills, with the ability to contribute as part of a dynamic leadership team • Ability to multi-task and effectively handle stressful situations
DESIRABLE
• Postgraduate degree in a relevant subject • Skills in human resource management, including distance management • Prior experience with managing donor contracts (e.g. USAID/EC/DFID) • Fluency in Swahili and/or Somali language • Previous work experience in Kenya, South Sudan or Somalia
