Financial and Economic Crime Experts , Pristina (Kosovo)

KPMG Advisory Spa is seeking for experienced and motivated experts in the area of Public Administration Reform, Good Governance, Auditing & Financial Control, Anti-corruption and Fraud Strategies, Judicial and Policing Reform and Training in the framework of the EC funded technical assistance to Support Kosovo institutions in combating financial and economic crime.

The purpose of this operation is to support Kosovo authorities to strengthen the rule of law by further supporting general law enforcement and the overall fight against organised crime with a focus on financial and economic crime. The project purpose is to strengthen the Financial Intelligence Unit in the Ministry of Economy and Finance and law enforcement agencies in the effective enforcement of a harmonised and comprehensive legal and other regulatory framework to combat financial crime. Results to be achieved through this project are:

• - a comprehensive legal and regulatory framework (including procedural rules determining responsibilities of the relevant public and private entities) to combat financial crime completed and harmonised;
• - capacities of Financial Intelligence Unit (FIU) and law enforcement agencies to combat financial crime strengthened;
• - awareness of law enforcement agencies, the relevant private entities and the wider public on combating financial crime increased.

To achieve the above mentioned results, the project will develop and implement a series of capacity building activities, which will directly target the staff of the Financial Intelligence Unit (FIU) in the field of inspection, analysis, reporting and similar, as well the staff of other relevant stakeholders. The legal and procedural framework will be also analyzed and brought closer to EU and international standards

Different positions have to be filled in and we are seeking from senior (at least 15 years of relevant experiences) to junior (minimum 5 years) experts on long and short term assignments. A successful candidate should possess the following General Requirements:

• - University Degree in Law, Public Policy and Management, Economics, Public Finance and Accounting, Administrative Science or similar. In the absence of this degree, min. 6 years of working experience in equivalent sector.
• - Fluency in English (written and spoken). Good working knowledge of local languages is an asset
• - Full computer literacy in Ms Office and Internet applications
• - Excellent organisational, communication, analytical and document drafting skills
• - Management or contribution to EU funded project is an advantage

Specific Professional Experience Required (one or more)

• - Minimum 5 years of professional experience in the area of expertise
• - Previous experience in implementation of national legislation and strategies connected to the corruption prevention, fight against the corruption, combating economic crime, prevention and combating money laundering and fraud.
• - Previous experience in providing advise on efficient utilization of appropriate judiciary and administrative systems
• - Previous experience in providing advice to policy makers on related reforms (legal, public policy and management) or in capacity building in EU member states or preferably in EU candidate countries.
• - Previous experience on training strategy, planning and delivery.
• - Knowledge of EU programs and policies would be an asset
• - Previous knowledge of EU-Kosovo relations and of Kosovo state institutions is an advantage
