Citizen Information and Service Center Specialist

Chemonics seeks a citizen information and service center (CISC) specialist for the ongoing USAID-funded Local Government Support Project (LGSP) in Moldova. LGSP is a four-year activity to assist local governments to design and implement policies and procedures that contribute to good governance, develop capacity to meet decentralized authorities and responsibilities for services in a transparent manner and provide basic services that engender growth of local economies, and make services more cost effective and efficient. The specialist will help establish CISCs that will enhance transparency and contribute to improved relations between beneficiaries of the service and service providers (i.e., local public administration). The establishment of a CISC is a way of ensuring enhanced accessibility, transparency, and efficiency in providing public services and minimizing the effort of the citizens. As LGSP partner towns do not have an established mechanism or entity through which administrative services are provided to citizens, LGSP will pilot the establishment of a CISC in one of its partner towns, with a view to replicating the model in other partner towns. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
  • Assist the LGSP field office in reviewing proposals from potential bidders in response to the recently published RFP on establishment of CISCs in selected partner towns
  • Provide overall guidance to selected company during establishment of the CISC in selected partner towns
  • Support LGSP in providing answers to the technical questions submitted by prospective bidders to the RFP regarding aspects of establishment of a CISC
  • Support and advise LGSP during technical evaluation of the bid submitted by local firms
  • Provide overall guidance and support to LGSP staff and the selected local firm during development of the CISC concept
  • Review the draft concept of the CISC developed by selected local firm and provide recommendations for its improvement
  • Participate in meetings on the establishment of the CISC and provide recommendations based on international/European experience in creating similar information and service centers for municipal administration
  • Coordinate technical activities with the LGSP deputy chief of party and municipal coordinator
Qualifications: 
  • Bachelor's degree required
  • Background in public administration and/or other relevant field
  • Previous direct experience/participation in establishment/development of CISCs (or similar entities)
  • Good understanding of administrative service provided by the town halls (permits, certificates, authorizations)
  • Modern approach to training and coaching of public servants from local public administration
  • Experience working with government institutions and international organizations
  • Strong interpersonal skills and the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively
  • Excellent analytical and writing skills
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in English required
