Regional trade technical specialists Uzbekistan, Tajikistan, the Kyrgyz Republic, and Turkmenistan

Chemonics seeks regional trade technical specialists in Uzbekistan, Tajikistan, the Kyrgyz Republic, and Turkmenistan for an anticipated four-year, USAID-funded task order under the Public Financial Management IDIQ designed to provide technical assistance on trade agreements, World Trade Organization accession, and rules compliance; organization of regional trade fares and private sector matchmaking events; and capacity building for implementing customs reforms as well as value-added tax in Afghanistan. These specialists will have key roles in supporting the project's component that is dedicated to facilitating enhanced access to regional markets. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include: 
  • Take a leading role in working across borders with Afghanistan program staff in working to increase trade flows between Central and South Asia, including adoption and implementation of regional and bilateral agreements, such as the Afghanistan-Pakistan Trade and Transit Agreement, the South Asia Free Trade Agreement, and cross border transit agreements
  • Provide guidance on enhancing corridor governance, reforming customs clearance procedures, and working with governments and the private sector to enhance economic integration and private sector linkages
  • Participate in regional workshops to cover such issues as marketing, access to finance, market information, trade opportunities, and more to encourage a cross-country dialogue on key issues affecting the trade enabling environment
  • Support the implementation of trade corridors established under the Central Asia Regional Economic Cooperation program linking Central and South Asia, in particular focusing on Corridors 5 and 6
  • Provide technical assistance aimed at increasing customs cooperation between neighboring countries and improving efficiency and transparency of customs procedures at border-crossing points
Qualifications: 
  • Bachelor's degree required; advanced degree in trade policy, trade law, customs, or economics preferred
  • Demonstrated leadership, versatility, and integrity 
  • Proven ability to communicate effectively orally and in writing  
  • Qualified nationals from Uzbekistan, Tajikistan, the Kyrgyz Republic, or Turkmenistan are encouraged to apply 
  • English fluency required
