The role of MRC is to promote and coordinate sustainable management and development of water and related resources for the countries’ mutual benefit and the people’s well-being.
MRC Secretariat is now recruiting highly qualified individual consultant for the following consultancy

 Objectives of this project  
 
This project aims to facilitate better informed groundwater use in the agricultural sector by building a tangible capacity in relevant national institutes by making a groundwater safe yield map and evaluating the sustainability of current groundwater use as well as agricultural development plans to utilize groundwater.
 
Proposed Features of the Final Output  
 
A synthesis report and groundwater safe yield maps will be delivered as the final output after learning-by-doing exercises (After 2 Phases). 
 
The synthesis report includes: (1) agreed technical protocols to evaluate the sustainability and potential of agricultural groundwater use and (2) evaluation reports on the sustainability of current groundwater use and the potential of new development in selected sites that include their hydrogeological maps.
 
The output of the 1st (this) phase is a report including a hydrogeological map. The report contents include (1) characteristics of hydrogeology of the area, (2) current groundwater use, (3) estimation of sustainability of current groundwater use and potential of new development.
 
Outputs
 
Output of this TOR is attendance at workshops, delivery of OJT in four Member Countries, and a synthesis report consisting of background, methodology and the results of field surveys by four countries.
 
Responsibilities and Tasks
 
Principal responsibilities of the consultant are the followings:
           To assist Technical Adviser attached to AIP to explain the scope of work and methods to national institutes
          To provide national partner institutes with practical advice on data collection and OJT on data analysis and modelling
          To write the synthesis report specified in the AIP proposal 3. Output.
         To coordinate works of other regional consultants/resource persons who are given specific technical mandates.

Expected tasks of the consultant for effective and efficient work include the followings:
          Extensive literature review related to this project.
         Recording of the contents of meetings and workshops
 
Itinerary
 
Preparation: 3 days
Compilation of country reports and synthesis report writing: 10 days
OJT: 12 days
Meetings and workshops: 10 days
 
Qualifications / Requirement
      M.Sc. or PhD university degree in agricultural/civil engineeringhydrology, geology, waterresources management, or related fields;
       At least 10 years of experience in research activities on groundwater analysis;
      At least 10 years of experience in research activities on agricultural water use;
      At least 3 years of working experience in the Mekong region and having residence in the region;
     Ability to communicate effectively, verbally and in writing with a wide range of people and to work in a multicultural environment; and
      Excellent written and oral communication skills in English.
