Chief of party El Salvador

Chemonics seeks a qualified chief of party for the anticipated five-year USAID-funded El Salvador Higher Education Program (HEP). The goal of this $20 million program is to contribute to broad-based economic growth by strengthening El Salvador's higher-education system to adequately respond to the country's productive sector needs. HEP will support key universities in El Salvador, the Ministry of Higher Education, and the Higher Education Accreditation Commission in improving the quality of instruction and curricula and strengthening linkages between universities in El Salvador and the hemisphere. Key focus areas of the program will include: 1) qualified human capital, for the purpose of increasing quality of tertiary education, to include training for faculty, academic staff, and researchers; 2) relevance and quality of curricula and applied research, focusing on academic programs that respond to labor market needs; and 3) strengthening higher-education institutions' institutional capacity and effectiveness for sustainability through linkages with U.S. and regional higher-education institutions, public entities, and private sector firms, to improve quality, relevance, and access to tertiary education in key areas. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Qualifications:
  • ​Advanced degree in education or relevant area required
  • Minimum 15 years of experience designing, implementing, and managing USAID programs, especially large, complex, higher-education programs
  • Significant experience working on work-force development, institutional capacity building, or higher-education development programs
  • Prior chief of party experience
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Spanish required
