Deputy Project Manager in Manila, Philippines


Crown Agents USA, Inc. (CA-USA) is seeking a Deputy Project Manager for a US Government funded maritime border protection project based in Manila, Philippines.

Role & Responsibilities
The Deputy Project Manager (DPM) shall be capable of assuming the Project Manager position in future increments of this project.
Specific Responsibilities
The Deputy Project Manager (DPM) will report to the Project Manager (PM) and shall lead or support the following activities:
•Preparation of the Integrated Master Schedule , Management Plan , and Master Equipment List as required.
•Preparation of the Work Breakdown Structure (WBS) as required by CDRL A011Preparation of the Risk Management Plan and provide an update on risk issues in weekly teleconferences as directed by the client.
•Coordinate as needed with the stakeholder organizations in the Philippines.
•Prepare Quarterly Project Management Reviews (QPMR) and support annual Executive Reviews (ER), as required by the client
•Conduct assurance visits every four months to all areas where equipment has been provided by the project to ensure that the equipment has been deployed, is being used as intended, and is being maintained properly and effectively.Update the EMT as directed by the TOM.
•Coordinate and/or participate in various joint working groups and meetings of project stakeholders.
•Support clients audit and examination (A&E) of project-provided equipment and installations. Contractor support for A&E tasks shall include but is not limited to: planning, logistics support, SME support, translation support, IA coordination and after-action reviews.
•Prepare and submit the deliverables
•Prepare system description documentation as required by relevant Philippine standards for system acceptance by the client.
•Prepare and submit minutes of the proceedings of official meetings, including but not limited to business meetings, stakeholder meetings, site visits, quarterly PMRs, Executive Reviews, and other meetings or discussions.
•Provide an analysis of alternatives whenever alternate solutions are proposed to the client. The analysis shall include a recommendation for the alternate solutions, benefits to the alternate solutions, and associated risks with the alternate solution.
•Oversee the efforts of the project team and the data collection, analysis and reporting for the project;
•Oversee the capacity building efforts and liaise regularly with counterpart stakeholders to ensure that capacity building efforts are responsive to the needs of the beneficiaries, effective, and adequate;
•Be responsible for the day-to-day management of administrative functions such as human resources, management of subcontractors and/or grantees, property management, and events management
•Investigate and introduce improvements to project implementation, efficiency, and effectiveness as needed and in close coordination with the PM, Finance and Administration Manager, and the home office;
•Other duties as assigned by the PM
Qualifications
•Legal ability to work in the Philippines is required.
•Experience with Integrated Master Schedules, Earned Value Management, and Work Breakdown Structures
•Bachelor’s degree in public administration, project management, , operations, institutional development, or relevant field.
•A minimum of 15years of progressively responsible experience managing large, similar projects, including minimum 10 years of senior project management experience;
•Demonstrated experience managing directly host country national staff working in difficult conditions;
•Demonstrated experience in and knowledge of human capacity development approaches, adult learning methodologies, and assessment of the effectiveness of capacity building interventions;
•Strong coordination, organization, and communication skills;
•Project Management Institute Project Management Professional qualification or equivalent desirable
•Fluency in written and spoken English and Filipino required.
