Economic Policy Adviser (m/f) for the programme
Framework and Financing for Private Sector Development
Area of activity
Landlocked Tajikistan is making slow economic progress. In spite of economic policy reforms and a substantial increase in GDP, success is fragile and unevenly distributed. The private sector is not adequately organised and is poorly integrated into international and regional markets. Loans are expensive and savings rates very low. The many barriers to trade are making it difficult for Tajikistan to establish its own industry. Data pertaining to economic policy and investment decisions is incomplete or unreliable. This programme aims to improve the framework conditions for sustainable and broad-scale growth of the Tajik economy, especially in rural areas, whereby the focus is on the following areas of activity:
  • Promoting agricultural and non-agricultural value chains through service and  consultancy offers for entrepreneurs and farmers
  • Improving access to financial services by agro-businesses and rural SMEs
  • Promoting cross-border trade between Tajikistan, Afghanistan and Kyrgyzstan
  • Supporting an economic policy in which decisions are based on sound analyses and  forecasts
Partner organisations include those line ministries, associations and cooperatives assisting the programme to generate better economic enabling conditions for companies and households, thus facilitating higher incomes.
Your tasks
In your capacity as adviser you will work closely with your superior to ensure objectives are achieved in the target area of evidence-based economic policy-making. Your key tasks will be to:
  • Advise the Tajik Ministry of Economic Development and Trade on economic policy; and  if necessary, other national institutions, too. The objective of this consultancy is to improve the state’s economic, agricultural, financial and monetary policies as well as local economic development strategies
  • Advise the programme team on economic policy issues and, if necessary, compile short analyses for internal and external use
  • Advise on the establishment of policy analysis units in the Ministry of Economic  Development and Trade and the Central Bank. In this context, you will also be required  to design capacity-building measures
  • Assist policy analysis units belonging to the government, research facilities/universities and economic associations to analyse economic policy and make forecasts
  • Initiate dialogue on economic policy topics between the government, academia, the private sector and general public, taking care to arrange suitable event formats
  • Prepare appraiser and consultancy contracts and manage experts
Your qualification
You have a degree in economic science (majoring in economic policy) and at least 5 years’ experience as an economic advisor in transformation countries. Above all, your advisory services have brought about improvements in the policy framework for private-sector development (economic policy, financial policy, fiscal policy, reform of a specific legal framework). Since Tajikistan is set to become a full member of the World Trade Organisation (WTO) this year, knowledge about the ramifications of WTO accession, particularly for landlocked countries with a less diversified economy, would be of advantage for this post.
Ideally you have already worked in the post-Soviet region and cooperated with business schools and research institutions. Previous experience with GIZ and knowledge of the instruments and procedures it uses would be expedient, but are not a pre-condition for this post.
You are a skilled and tactful communicator with all target groups and partners and move with ease around the political arena. You are quick to identify potential for cooperation and are adept at bringing together the actors required.
You have a very good command of the English and German languages, both spoken and written. Proficiency in Russian or Tajik is not mandatory for this post, but you will be required to learn the basics of one of these languages within a short period of time. If you do not have sufficient knowledge of German, you need to be fluent enough to negotiate in both Russian and English.

Information on the project location
You will be located in the capital Dushanbe and required to undertake a limited number of journeys around the country, and possibly in the wider region, too. You will be allocated an office in the Ministry of Economic Development and Trade.
