Head of Technical Support Section Core Competencies - Norway


The Norwegian Refugee Council (NRC) is looking for an experienced Head of Section for the Technical Support Section Core Competencies (HoS CC), based at NRC's Head Office (HO) in Oslo. The section consists of nine employees, and is part of the International Programme Department. The Head of Section has the overall responsibility for ensuring that the Section functions as a team where individual members support and complement each other. The main job purpose is:
  • Decision making authority and responsibility for the Technical Support Section Core Competencies
  • Coordinate and provide advice and technical support to NRC Country Programmes and NRC HO regarding the NRC core competencies (education, shelter, ICLA, WASH and food security)
  • Ensure that the core competencies are being developed in accordance with NRC’s Programme Policy, the Programme Policy Implementation Plan, external and internal changing requirements
  • Focal point for developing NRC’s quality assurance structures and frameworks, including further development of the Monitoring & Evaluation framework, promoting best practices etc.
Job description ■Programme support and development ■Responsibility for the section’s programme development projects, including budget management and reporting to donor agencies / partners ■Networking and representation ■Personnel management for the members of the section ■Ensure that the Section contributes to NRC´s advocacy efforts, nationally, regionally and internationally
Qualifications ■Relevant university degree or higher education, preferably in management, political science or international development and/or experience ■Minimum 8 years of experience in management and programme development including strong experience in a core competency, quality assurance, Monitoring & Evaluation and/or accountability mechanisms ■Long-term experience in international work, especially with refugee/IDP-related emergencies, including field work ■Experience in administration and personnel management ■Proven experience in development of project proposals and budgets ■Experience in advocacy work ■Proven communication, interpersonal, representation, negotiation, promotion and leadership skills ■Proven skills and experience in policy development and mainstreaming ■Significant understanding of complex emergencies and crisis context ■Political and cultural awareness ■Fluency in the English language, both written and verbal; Scandinavian and/or French language skills would be an additional advantage ■Above average computer literacy
