Background Information:
The East Timor Justice Sector Support Facility (ETJSSF) is an AusAID funded program operating under two components: Component 1 aims to provide Corporate Management Support for Core Justice Institutions to build capacity to carry out corporate management and administrative responsibilities to serve the needs of East Timor’s Justice System. Component 2 aims to strengthen the capacity of civil society to demand improved access to justice for vulnerable groups.
Overview and objectives of the role:
The IIMS Procurement Advisor/Trainer is responsible for the training of the Head of IT, Head of Clerks and Administration and Procurement/Finance Officers of the institutions of the justice sector namely: police; prosecutor general; public defender; courts; prisons; provedoria (ombudsman) and Ministry of Justice; to ensure that the planning, procurement and budgeting of the institutions takes account of the needs for the maintenance and sustainability of IIMS. This will include undertaking a the training need analysis (TNA), and training and capacity building in relation to international maintenance contracts, international tender processes for system expansions and modifications, identification and budgeting of training needs, commodities, transport costs, and daily operational costs for the maintenance of the system.
Essential:
- Experience in establishing detailed procedures, guidelines, check lists and protocols.
- Experience in providing training, preferably in needs forecasting, budgeting and international tendering.
- Experience in procurement and finance for governance agencies particularly in the justice sector.
- High level interpersonal and communication skills, including proven ability to write high-quality reports and manuals.
- Relevant education and qualifications.
- Tétum, Bahasa Indonesian or Portuguese language skills.
Desirable:
- Experience working with AusAid projects in the Pacific region.
