Description
The Environment Directorate (ENV) is looking for a dynamic and experienced economist to lead work on the production and further elaboration of green growth indicators, particularly those indicators with a strong economic dimension. The successful candidate will report to the Head of the Environmental Performance and Information (EPI) Division, and work in close cooperation with a senior analyst who will be primarily responsible for work on environmental indicators with a more scientific dimension. The work will involve co-operation with other Divisions in ENV, with other OECD Directorates, particularly Economics and Statistics, and with national and other international bodies active in this field.
Main Responsibilities
Intellectual leadership and research
- Provide intellectual leadership and oversight for the work on green growth indicators with an economic dimension. Specific areas of work include: environmental and resource productivity; the natural asset base; the environmental quality of life; economic opportunities and policy responses related to green growth; green growth headline indicators. Work would build on, and support, the System of Environmental and Economic Accounts (SEEA).
- Oversee the further development of the OECD green growth data base. This will require working with Member and partner countries to compile reliable and comparable data at an appropriate level of detail, and strengthening the linkages between economic and environmental data. Amongst other things, this data base is used to support empirical analysis and multilateral policy surveillance such as Environmental Performance Reviews, Economic Surveys and Going for Growth.
- Prepare analytical reports, and clear and concise briefs for policy makers, analysing key trends and structural changes related to green growth, and monitoring the economic and environmental outcomes of green growth policies. The successful candidate will contribute to multilateral policy surveillance reports such as those mentioned above.
- Contribute to the Division’s work on the assessment of environmental performance.
Coordination, management and organisation
- Coordinate work on green growth indicators with an economic dimension with related work within the EPI Division, with other Divisions within the Environment Directorate, and with other OECD Directorates, particularly Economics and Statistics.
- Coordinate with related activities in national and international bodies including the European Commission including Eurostat, the European Environment Agency, UNSD, UNEP, the World Bank, and the Green Growth Knowledge Platform.
- Help to manage a team of statisticians to maintain and further develop the data base related to green growth; ensure good quality control of data; identify and supervise the work of consultants to provide inputs to the work programme; actively participate in analysing data, and communicating results clearly and effectively for generalist and specialist audiences, including via the OECD’s website.
- Oversee the delivery of projects within an agreed programme of work and budget; develop policy-relevant new proposals; assist in raising voluntary financial and in-kind contributions to support programme implementation.
- Nurture a collaborative network of policy makers and officials in governments, international organisations, private sector, research institutions, universities and NGOs.
- Organise meetings, seminars, conferences and workshops.
- Contribute to strategic thinking within the EPI Division, ENV and other OECD Directorates; provide inputs to the Offices of the ENV Director and Secretary General as needed.
- Represent OECD at relevant international meetings.
Candidate’s profile
Academic background: An advanced university degree in economics, finance, business, natural resource economics or related field.
Professional background: At least 8-10 years of relevant experience in applied economic analysis in a national government, an international organisation or a research organisation. Experience with policy applications of statistical data, database management, supervising the work of statistical assistants, and communicating about complex, quantitative issues would be advantages.
The successful candidate should have practical experience of quantitative, statistical and economic methods applied to the analysis of green growth and environmental policies, as well as a good understanding of the main issues in these policy fields. Experience with environmental accounting, valuation methods and productivity measures would be an advantage.
Languages: An excellent command of one of the two official languages of the OECD (English and French), and a good knowledge of the other, or willingness to learn. Knowledge of other languages would be an advantage.

- Proven ability to develop green growth and/or environmental indicators with an economic dimension, and to develop and manage the related data bases.
- Good understanding of green growth and environmental policies in OECD and partner countries, and of the policy instruments in use.
- Demonstrated ability to analyse and effectively communicate, orally and in writing, the key drivers of green growth and environmental trends.
- Demonstrated ability to draft concise, clear technical papers on complex subjects, and to communicate the results to non-specialist audiences.
- Proven ability for self-motivation and continuous learning, ability to work across multiple disciplines, willingness to innovate, and a demonstrated commitment to excellence.
- Extensive experience of team work; both working collaboratively and leading and motivating a team.
- Proven capacity to deliver high quality results on a timely basis, making efficient use of human and financial resources.
- Excellent interpersonal, negotiation and diplomatic skills. Demonstrated ability to work effectively in multicultural and international environments.
- Experience of fundraising.
Note: Selected candidates may be asked to take a written test and/or to make an oral presentation as part of the screening process. Initially, the appointment may be made at the level immediately below if the qualifications and professional experience of the selected candidate correspond to that level; in such a case, the duties and responsibilities assigned would be adjusted accordingly.
Contract Duration
Two years fixed term, with the possibility of renewal.
Monthly base salary starting from € 7799 net of French taxes plus allowances based on eligibility.
