Proposal Summary: 

The Indian National AIDS Control Program (NACP) is in its fourth phase with several program strategies and interventions that need to be assessed for their utility and effectiveness. As part of their national PEPFAR support strategy in India, the CDC is working to maximize the National AIDS Control Organization’s (NACO) efforts by carrying out quick yet scientifically rigorous assessments to improve data for decision-making and strengthening NACO’s capacity for strategic information management, evidence-based planning and policy–making. To accomplish this, the CDC-funded Strategic Assessments for Strategic Action (SASA) project will conduct assessments of at least four (NACO) programs over 5 years. Major activities will include: a collaborative planning exercise with CDC and NACO to select programs for assessment; assemble a Technical Working Group of experts in HIV M&E to oversee the assessments; prepare evaluation protocols for at least four NACO programs; and manage the assessments.

Position Summary:

The Strategic Planning Capacity Building Expert will join the Assessment Team in New Delhi to focus on the following result: NACO uses the information from the assessment exercise to allocate resources for promising interventions and away from interventions that do not have a far reaching impact.

Primary roles will be to engage NACO leadership and management on using the results of the assessments in strategic planning and resource allocation decisions. The team will work under the CDC/NACO Technical Working Group they help assemble as well as a local MSI Strategic Director based in Delhi and an MSI Technical Director based in DC.

The Expert will be based primarily in New Delhi over 4-5 years beginning in late 2013.

Responsibilities:

• Contribute to program assessment design elements regarding strategic planning and evidence use: analysis approach and methods; design of data collection instruments; etc.
• Conduct secondary data review and primary data collection and analysis on data creation, demand and use within NACO.
• Draft findings and analysis reports.
• Draft approach and methods to strengthen evidence-based decision making within NACO.
• Lead initiation of implementing these approaches within NACO.
• Attend meetings with the CDC, NACO and other key USG and Indian government stakeholders in high-level meetings as required.

Qualifications:

• Senior-level development professional (minimum 10 years) with experience in capacity building of Indian public officials; experience with India’s NACO or the NACP strongly preferred.
• Advanced degree in public sector management, strategic planning, organizational development, international development, or related field required.
• Proven expertise in capacity building in data demand and strategic planning required; capacity building in the public health sector.
• Strong grounding in organizational development and strategic planning concepts and approaches.
• Work experience with PEPFAR, CDC, HHS, OCAG, UNAIDS and/ or familiarity with the PEFPAR Five-Year Strategy for India 2009-2014.
• Familiarity with HIV issues in India.
• Excellent writing and analytical skills.
• Fluency in written and spoken English required; local language ability a plus.
