Traffic Police Consultant (Accident Investigation) - Ministry of Interior

The State of Kuwait and the United Nation Development Program (UNDP) have a rich history of partnership and cooperation that dates back to 1968. The Government of Kuwait has requested continued support in implementing the National and Integrated Traffic and Transport Strategy 2010 -2020 (NITTS) for Kuwait, to create a sustainable and safe transport system.

UNDP will provide support by implementing the following components of the Project:
  • Development of a Web Based National Integrated GIS and Traffic Information System (NTIS)
  • Development of a National Road Safety and Black Spot System (RSBS) 
  • Establishment of National Traffic Centre of Excellence (NTCE)
  • Development of National Traffic Engineering and Enforcement System  (NTEE)  
  • Development of National Transport Demand Management (NTDM)
  • Development of National Accident Investigation System (NAIS)
  • National Development Plan Requirements – Transport Sector (NDPR)
  • Development of National Traffic Awareness Campaign (NTAC)
  • Monitoring & Evaluation System and Implementation of the National Traffic and Transport Strategy (MEIS)
The objective of the assignment is to promote road accident investigation system in Kuwait, with focus on understanding the main issues and techniques such as causes, prevention measures, accident site and circumstances, role of people who involved or witnessed the accident, reconstruction, research, and capacity building.

Duties and Responsibilities

  • Meetings with the Project Team.
  • Meetings with senior officers of the General Directorates of Traffic.
  • Meetings with relevant police officers and engineers.
  • Desk review of relevant documents: e.g. NITTS, accident investigation system, accident data, and traffic police operations and international best practice.
  • Site visit to assess the current road network operations, and enforcement.
  • Develop high standard road accident investigation guidelines and action plans for Kuwait.
  • Help in the establishment of the new accident investigation units within the traffic Directorates and identification of the required staffing, equipment, devices, software and other issues.
  • Provide presentations at the international training workshop which will be attended by the cadres of the Ministry of Interior and relevant Ministries.
  • Provide presentation for selected Directorates of the Ministry of Interior. 
The Project Technical  Director of the Project will provide the consultant with the necessary briefings.    
Expected outputs include:
  • Report including the field visit, meeting, review and training workshop outcomes, and recommendations to enhance the accident investigation system in Kuwait.
  • Training and advice for traffic police and engineers.
  • Presentation of high quality papers at the international training workshop regarding best practice in the areas of accident investigation and traffic enforcement, road safety, black spot, capacity building, and related matters, for cadres of relevant organisations.
  • Other requirements.

  • Ability to lead others and assess complex issues associated with various road accidents.
  • Applies high level of technical expertise in traffic police administration and road accident investigation.
  • Appreciation of role of effective data collection and analysis system that will permit the true scale, nature and characteristics of road accident to be properly defined and remedial measures devised.
  • Wide knowledge in various road accident investigation issues such as  staffing, software, equipment, information system, causes, level of injury, legal requirements, cost of accident, compensation claims, human-vehicle-road evidence, photographic records,  plan drawings, inspection of the motor vehicle, factors and events leading to road accidents, speed equation, and analyzes of vehicle velocity and human reaction time.

Required Skills and Experience

Education:
  • Degree from an accredited police academy, rank of Captain and above, University degree, Certificates of various levels of Accident Investigation and Reconstruction, Traffic Police equipment training and relevant traffic engineering issues.
Experience:
  • 25 years of relevant professional work experience after graduation, including management, and a recognized record in accident investigation, training, institutional reform, use of relevant software/ equipment, and Quality Assurance to ensure investigation reports meet high standard. 
  • Experience in road safety improvement, partnership with relevant organizations such as ambulance and emergency service, road agencies, insurance companies, court and others to ensure that the road system and transport services are as safe as they can be.
  • Strong communication, problem solving, and organizational skills.
  • Awareness of principles of traffic engineering, urban planning, and information systems.
  • Experience in implementing accident investigation programs to fulfill requirements of successful road safety and traffic enforcement strategy and meeting targets.
Language Requirements:
  • Fluent in English and Arabic.
