UNESCO Operation Officer (Education)

Scope of Work
Under the supervision of Chief of Education Unit at UNESCO Kabul Office, the incumbent will work closely with the programme officers at Education Unit, UNESCO Kabul Office and the government counterparts (MoI, MoE, etc.) to execute education programme activities by providing support in operation and administration. The incumbent will ensure overall efficiency and effectiveness of the program implementation, delivery and accomplishment of program goals and objectives from the operational aspect. The incumbent is also expected to assist in drafting donor reports and to provide assistance in formulating proposals for new projects.
Main tasks
  • (HR) Assist in recruitment of personnel (advertisement, consultation with programme officer (s) for short-listing, preparation for interview, contact with the candidates, etc.)
  • (HR) Assist in drafting contracts and process the contracts for recruitment of Education Unit personnel based on UNESCO’s HR Manual
  • (Procurement) Develop coding system for inventories of computers, mobiles, office supplies etc., and keep track of the stocks
  • (Procurement) Assist in the procurement of teaching and learning materials for ELA and other ED programmes and projects based on the necessity
  • (Finance) Work closely with programme officers and Admin Unit in preparing and processing payment requests
  • (Finance) Assist in monitoring Education Unit’s budget and contracts by FABs system and follow-up with programme offices on installments
  • Develop and revise operation guidelines for ELA, LEAP and other education activities , in line with rules, regulations & SOPs
  • Develop and maintain an efficient filing system for Education Unit
  • Provide support in drafting donor reports and formulating proposals for new projects
  • Perform other tasks assigned by the Chief of Education
Qualifications
  • Advanced university degree (Masters or equivalent) in education, development studies, international relations or other relevant areas;
  • 3-4 years of progressively responsible professional experience in the field of operation, financial management, human resource management, etc., with a strong experience in post-conflict contexts, with at least two years at international level;
  • Experience in operational and administrative tasks at international/national organizations;
  • Experience in fund-raising and resource mobilization;
  • Ability to develop networks and partnerships at international, regional and national levels;
  • Ability to work effectively in a multicultural/multinational environment;
  • Supervise and motivate staff;
  • Excellent knowledge of English;
  • Knowledge of Dari/Pashto languages is an advantage;
  • Good computer and other IT skills.
Additional information
  • Duration of contract: 6 months with possibility of extension
  • Start date: April 1st 2013
  • Type of Contract: International Consultant (P2/P3 level)
  • Duty station: UNESCO Kabul Office and with possible field visits
  • Living arrangements: The consultant will stay at UN approved accommodations, an allowance to cover the full cost of housing will be provided.
