World Trade Organization (WTO) Executive Director


The Enhanced Integrated Framework (EIF) Board is seeking to recruit an Executive Director (ED) to lead the EIF Executive Secretariat. The ED will report to the EIF Board on policy issues and will be under the authority of the Director-General of the World Trade Organization (WTO) on all administrative matters.
The EIF is a multi-donor programme, which helps least-developed countries (LDCs) play a more active role in the global trading system. The programme has a wider goal of promoting economic growth and sustainable development and helping to lift more people out of poverty. The programme is currently helping 47 LDCs worldwide, supported by a multi-donor trust fund with a funding target of US$ 250 million.
The Key Accountabilities are to:
  • Plan, set priorities and oversee EIF operations, and take accountability for delivering a high performing EIF Executive Secretariat.
  • Provide strong, result focused leadership in the implementation of EIF country operations.
  • Serve as the key public advocate for the EIF in international fora and with civil society and the business communities at country level.
  • Lead in the mobilization of resources for the EIF and support Least Developed Countries (LDCs) to leverage additional aid for trade resource.
  • Assign Executive Secretariat staff responsibilities, and reprioritize where necessary to respond to changing priorities or workloads. Supervise and assess EIF Executive Secretariat staff performance, encouraging positive performance and effectively dealing with negative performance.
  • Be accountable to the EIF Board for robust and efficient management of financial resources allocated for the operation of the EIF Executive Secretariat.
The Key Capabilities are to have:
  • Demonstrated track record at senior level in programming, planning and budgeting, knowledge of monitoring and evaluation of multi donor, multicountry initiatives and use of evidence based policy development.
  • Proven ability to think strategically, function pro-actively, with a service-oriented, 'can do' and non-bureaucratic approach to management of programs.
  • Proven knowledge of the multilateral trading system (WTO), the trade policy context and needs of LDCs and PRSP/national development processes;
  • Proven expert knowledge/experience with the private sector and familiarity with the Enhanced Integrated Framework would be an advantage.
  • Fifteen years of relevant experience, including appropriately senior level leadership experience. Significant knowledge of the trade and development needs of low-income countries, Poverty Reduction Strategy Paper (PRSP)/national development processes, based on in-county experience.
  • Excellent knowledge of English or French, including an ability to write accurately, precisely and quickly, and a very good working language capacity of the other. Knowledge of Portuguese would be an advantage.
