Proposal Writer for ASEAN Safe School Initiative


Scope of work
An experienced consultant will be hired to lead the development of the full project document and proposals through a consultative process. Key steps will include:
  • Familiarisation with donor requirements, ASEAN strategic objectives around AADMER and Safe Schools, review key documents, meet with all potential partner agencies
  • Attend workshop with all partners with a view to developing framework for full project document
  • Support in drawing up timeline for proposal development at country and consortium level, , allowing time for partner review.
  • Ensure framework for discussion and agreement is in place at country and consortium level, and facilitate meetings as/when appropriate
  • Ensure proposal takes into account donor priorities including cross-cutting issues such as gender, Value for Money, and disability.
  • Ensure each member is clear about what information they have to provide and when, and understands donor requirements
  • Secure agreement on budgeting protocol including overheads at country and Head Office level, and draw up proposal budget in required donor format
  • Write the proposal and prepare submission including all appendices
Skills and Qualifications • Demonstrable experience in fundraising for NGOs, preferably in developing countries. • A proven track record of fundraising from major bi-lateral or multi-lateral organisations • Capacity to plan, prioritise and execute autonomously with a strategic approach • Knowledge and understanding of theories, concepts and approaches relevant to DRR in education sector, Safe Schools, and School Based DRR, is preferred. • Be an experienced writer • Have a high level of competence in written English • Pay great attention to detail • Be available to travel (3-4 times to Jakarta or elsewhere in Asia) • Work effectively through e-mail, phone, and other virtual discussions platform (e.g. Skype/ elluminate).
