Background
The EMIS Department is the primary information provider for the Ministry of Education and Development Partners. As the Ministry's activities broaden, more information has been required from EMIS. To meet requirements EMIS Department has revised existing data collection tools last year with the support of UNICEF. For the first time EMIS has collected data for several Ministerial directorates using one harmonized questionnaire. The collected data need to be managed to produce information for decision making processes.
Purposes and Objectives
ln the perspective of background, this technical assistance will help EMIS Department to process and analyse data timely to contribute for informed decision making of resources allocation, and enable EMIS department to produce Statistical Year Book on regular basis with minimal reliance on external support.
Activities, Task, deliverables and timeframe
Task Development 1 (Days 15):Development of EMIS school questionnaire module based on harmonized data collection tool;
Estimated time for completion is 15% of assignment time.
Output 1: School questionnaire module developed
Task 2 (Days 15): Developmen / upgrading of Teacher Management lnformation System (TMIS) for EMIS and INFORDEPE;

Output 2: TMIS developed.
Task 3 (Days 35): Development of dynamic user friendly reporting control panel, which will be able to produce at least all reports required for Statistical Year Book.
Output 3: Reporting control panel developed.
Task 4 (Days 20): Development of user manual for newly developed/upgraded school questionnaire and TMIS;
Output 4: User manual developed.
Task 5 (Days 10):
Provide training to EMIS and INFORDEPE staff on how to use and maintain newly developed / upgraded MlS.
Output 5: EMIS and INFORDEPE staff members trained.
Time frame
The work should be completed in 95 working days within December 2012 to May 2013.
Qualifications and experience required: 
• Advanced university degree in computer science, information system design and development or other relevant field;
• Minimum of 8 years professional work experience in the area of MIS development and implementation;
• Practical experience of MIS development using SQL Server, .Net and MS Access.
• Strong training facilitation skills;
• Proven very good communication skills with government;
• Fluency in written and spoken English; knowledge of Tetum and/or Bahasa lndonesia would be a considerable asset.
