TRA JOBS MARCH 2013

TRA is seeking to recruit dynamic, strategic, experienced and qualified Tanzanians with strong credentials to fill the positions in the Customs and Excise, Internal Affairs and Planning and Modernization Departments. Applications are therefore invited from suitably qualified Tanzanians for the following positions;

Commissioner for customs and excise (Job reference - CCE /01/13)


Position Summary:
Reporting to the Deputy Commissioner General, the incumbent will be responsible for leading reforms in Customs so that the operations are in tandem to world class best standard while ensuring that it fulfils its statutory responsibilities.
 Key responsibilities will include:
(i)        Manage the Customs Department day-to-day operational matters.
(ii)       Enforce Customs and Tax laws; enhance tax compliance, respond promptly to stakeholder’s queries, providing prompt assessment and collection of custom duties payable to the Tanzania Revenue Authority on behalf of the Government of Tanzania.
(iii)      Ensure Customs laws and requirements are interpreted consistently in accordance with the laws of EAC and Tanzania and the policies of the Authority and provide advice to the Commissioner General on Customs Technical matters to ensure proper revenue control while facilitating trade.
(iv)     Ensure that Customs operations and procedures abide by the ratified international conventions.
(v)      Manage operations related to the modernization of customs operations and risk management, and set and implement strategies for the achievement of the Customs modernization objectives.
(vi)     Manage, control and optimize risk management and intelligence systems to keep an appropriate balance between trade facilitation and control.
(vii)    Control and approve Customs ports, places of entry into Tanzania and the provision of adequate Customs presence.
(viii)   Control the movement of goods within and between Customs areas, including goods in transit through Tanzania, and approve the premises to be used as transit goods sheds or bonded warehouses.
(ix)     Determine and review departmental policies regarding the prosecution of offenders and the compounding of offences.
(x)      Manage the Department expenditures within the delegated limits approved by the Board and providing due warning if it appears it is likely to exceed these limits.
(xi)     Management of staff activities in the department including Performance Management, Coaching and Mentoring, Human Resources Development, staff discipline and integrity, and determining manpower requirements.
(xii)    Perform any other duties assigned by the Commissioner General.
Key qualifications, experience and competencies:
  • Advanced Diploma or University Degree in Taxation, or Customs or Economics or Business Administration or Law or its equivalent from a recognized  Institution/University
  • Masters Degree in Business Administration or Finance or Economics or Law from a recognized Institution/University
  • Postgraduate Diploma in Tax Management or Certified Public (CPA) will be added advantage
  • Minimum ten (10) years  work experience, five (5) of which should be at senior management level
  • Strong leadership and interpersonal skills with the ability to manage team work.
  • Ability to manage performance and accountability
  • Demonstrated ability to provide a strategic focus and manage change in a reputable medium to large size organisation.
  • Effective problem solving and decision making skills
  • High level of Computer Literacy.
Director for internal affairs (Job reference - DIA/01/13)

Position Summary:
The incumbent will be responsible for building a good ethical climate in TRA by assessing the effectiveness of strategies, regulations and policies in achieving the desired level of legal and ethical compliance while identifying fraud and recommending and implementing preventive measures.
Key responsibilities will include:
(i)    Manage day to day activities of Internal Affairs Department by planning and monitoring implementation of the activities of the department.
(ii)        Formulating, implementing and evaluating the Institutional Integrity Management System;
(iii)       Provide professional advice to the Authority Management and staff on ethics matters and develop, implement and administer proactive strategies and programmes to counteract fraud and other forms of unethical conduct.
(iv)     Liaise and work in collaborations with state organs and individuals to establish and maintain a secure working environment, identify unethical behaviours among staff and assist with disciplinary and legal matters associated with such breaches as necessary.
(v)      Provide leadership, direction and devise specific strategies and actions to effectively prevent all kinds of unethical staff behaviour including planned theft, vandalism or sabotages and appropriately plan for safeguarding Government revenue, the Authority assets, properties, installations, infrastructure, systems and employees.
(vi)     Coordinating with other government agencies in effecting fraud prevention, detection, deterrence and investigations;
(vii)    Liaising with the Head of Human Resources Department and with other law enforcing agents in promoting legal and ethical compliance related to staff integrity;
(viii)   Ensure the department’s business processes are continuously improved and are in conformity with ISO requirements;
(ix)      Monitoring annual performance reviews within the department;
(x)      Serve as the Secretary to the Management Ethics Committee and prepare and submit Quarterly Reports on Staff integrity to the Standing Committee of the Board and Good Governance Co-ordination Unit; and
(xi)     Management staff activities in the department including Performance Management, Coaching and Mentoring, Human Resources Development, staff discipline and integrity, and determining manpower requirements.
(xii)    Performing any other duty as assigned by the Commissioner General.

Key qualifications, experience and competencies:
  • Advanced Diploma or Degree in Taxation or Customs or Finance or Accounting or Law or Information Systems or Business Administration or its equivalent from a recognized Institution/University.
  • Masters Degree in Taxation or Customs or Finance or Accounting or Law or Information Systems or Business Management from a recognized Institution/University.
  • Professional qualifications such as CISA or CIA or CAATS or Corporate Governance or Investigation or Ethics or Risk Assessment will be an added advantage.
  • Minimum ten (10) years work experience, five (5) of which should be at senior management level
  • Strong leadership and interpersonal skills with the ability to manage team work.
  • Ability to manage performance and accountability
  • Demonstrated ability to provide a strategic focus and manage change in a reputable medium to large size organisation.
  • Effective problem solving and decision making skills
  • High level of Computer Literacy.
Director for planning & modenisation (Job reference - DMP/01/13)

Position Summary:
The incumbent will be responsible for preparing, implementing, monitoring implementation of continuous improvements in Tax Administration and evaluating the TRA Corporate Plan and Management Systems so as to meet future expectations of stakeholders and recommend continual reforms by Management. Together with the development partners, he/she will be responsible for coordinating the donor funding, procurement and the financial reporting.
Key responsibilities will include:
(i)        Managing the day-to-day operational matters of the Planning and Modernization department
(ii)        Developing the TRA Corporate Plan in liaison with internal and external stakeholders;
(iii)      Preparing the Key Performance Indicators, monitoring and evaluating performance against the Corporate Plan;  
(iv)     In liaison with Heads of Department coordinate thedevelopment of Annual Departmental Plans aligned with the Corporate Plan and the preparation of Investment Plan for costing initiatives in the Corporate Plan;
(v)      Liaise with potential Development Partners on funding needs of the Authority as per the approved Investment Plan in keeping with the Authority Corporate Plan;
(vi)     Providing scope and guidance on the use of corporate and systematic approach to risk management; coordinating the  review of the Enterprise Wide Risk Management System, Policy framework, Manual and Register on as and when basis;
(vii)    Coordinate internal quality audits as per the ISO Quality Audit Manual for the Authority at planned intervals based on the approved Annual Audit Programme;
(viii)   Coordinate implementation of Gemba Kaizen Management System in order to improve TRA operations and processes and transforming TRA operations into value adding activities both in terms of process documentation, operations, and physical workplace;
(ix)     Coordinate development of a Business Continuity Plan; carrying out regular reviews, testing and audit of the Business Continuity Plan to ensure its relevance and suitability to ensure business continuity in TRA;
(x)      Manage transition to new values, new culture, new approaches and  new systems in line with the vision of TRA;
(xi)     Manage staff activities in the department including Performance Management, Coaching and Mentoring, Human Resources Development, staff discipline and integrity, and determining manpower requirements.
(xii)    Performing any other duties as assigned by the Commissioner General.

Key qualifications, experience and competencies:

  • Advanced Diploma or Degree in Economics or Public Finance or Taxation or Customs or Statistics or Operational Research or its equivalent from a recognized Institution/University
  • Plus Masters Degree in Economics or Public Finance or Taxation or Customs or Statistics or Operational Research from a recognized Institution/University.
  • Knowledge on Strategic Planning, Project Management, Quality Systems and Risk management will be an added advantage.
  • Minimum ten (10) years work experience, five (5) of which should be at senior management level.
  • Strong leadership and interpersonal skills with the ability to manage team work.
  • Ability to manage performance and accountability
  • Demonstrated ability to provide a strategic focus and manage change in a reputable medium to large size organisation.
