UNDP Biodiversity Project Formulation Specialist
The consultancy will be home based but may entail one trip to Myanmar as required.
The specialist will serve as an adviser and chief project documents editor for the project preparation work. S/he will be accountable to the MOECAF and UNDP for production of the above documents that meet GEF and UNDP requirements and standards. The specialist will work closely with the designated MOECAF staff and the WCS team and guide and facilitate implementation of the activities under the PPG described in Annex 1, ensuring quality and timely completion of the activities. During the project preparation process, the specialist will:
a) provide guidance and ensure the direction of the project preparation work of the MOECAF and WCS;
b) review and analyse baseline information delivered by the MOECAF and WCS specialists;
c) support development of the full logical framework of the project based on the project framework, with indicators, baseline and targets;
d) support development of the threats and root causes matrix, and the description of the barriers to the conservation of biodiversity in the target PA landscapes;
e) carry out an incremental analysis and cost effectiveness analysis of the project strategy;
f) support assessment of the socioeconomic impact and sustainability of suggested project outcomes and outputs;
g) assess global environmental benefits sought from the project;
h) propose a project monitoring and evaluation framework with a set of measurable impact and progress indicators;
i) guide development of budget plans for the project;
j) ensure linkages with other government, donor and GEF financed projects in Myanmar and in the region;
k) prepare ToRs for key project positions and consultancies;
l) take the lead in collating the inputs of different team specialists and draft the full project document and CEO request. Revise as necessary to satisfy all parties;
m) guide compilation of the GEF BD-1 Tracking Tool and ensure its quality;
n) conduct, with the MOECAF and WCS, the environmental and social safeguard screening following the UNDP procedure, producing the checklist and summary report.
o) Review the official comments from the UNDP, STAP, GEF and others, and assist in preparation of responses and document revision; and
p) Any other tasks as may be jointly agreed.
