ENVIRONMENT:

The European Centre for Medium-Range Weather Forecasts (ECMWF) is an international organisation supported by 34 States.* 

ECMWF’s principal objectives are the development of numerical methods for medium-range, monthly and seasonal weather forecasting; the preparation, on a regular basis, of these weather forecasts for distribution to the meteorological services of the Member States; scientific and technical research directed to the improvement of these forecasts; and the collection and storage of appropriate meteorological data. ECMWF’s main computing facility includes supercomputers, archiving and data handling systems. ECMWF is connected to the meteorological telecommunication system and to its Member States via efficient networks linking 44 countries. A detailed description is available at: 
This position sits within the Administration Department and the successful candidate will report to the Director of Administration.

MAIN DUTIES:

The Legal Officer will advise ECMWF on the legal implications of its various activities and proposed actions and provide guidance on all legal issues to key decision-makers as required. 

This role will cover all the legal aspects of ECMWF activities especially procurements and contract awards carried out within the agreed legal framework, ensuring that its contractual commitments are consistent with its status as an international organisation. 

The Legal Officer will have responsibility for providing advice and guidance to ensure that ECMWF meets its obligations under its Convention, regulations, Council decisions, and international law whilst ensuring the legal framework adequately supports the organisation in achieving its mission. 

The main duties of the post are:
  • Supporting the Centre’s procurement and contracting processes by ensuring that they are carried out in compliance with its own regulations and that these regulations are consistent with best practice and meet the stipulations of any funding bodies to which the Centre has made commitments;
  • Supporting the distribution of ECMWF products and outputs to external customers by ensuring ECMWF and its intellectual property rights (IPR) are protected under licence;
  • Supporting all legal aspects of contracts for externally funded projects;
  • Maintaining a record of the Centre’s contracts, licences and agreements with details of contractual obligations;
  • Ensuring that legal questions in relation to membership of the Centre are dealt with and effectively managed;
  • Ensuring that effective procurement processes are in place and are appropriate to the size and scale of items being procured and obtain external legal advice when necessary;
  • Providing advice and guidance with respect to the ECMWF staff regulations and the development of HR policies, in relation to individual contracts.

QUALIFICATIONS:

Candidates should be qualified lawyers with post qualification experience of working within an international environment. Candidates should be solution-orientated with the ability to balance the legal, commercial, and strategic requirements of the role. Significant and up-to-date knowledge and experience of EU procurement laws and their practical application. 

The successful candidate should have excellent relationship management skills. He or she should also have excellent written and verbal communication skills including the ability to effectively and confidently communicate with individuals from other backgrounds and cultures. He or she should be highly motivated with an ability to work with others as well as independently. 

The individual will have excellent organisational skills as this role will often involve dealing with multiple issues, tasks, and priorities concurrently.
Ideally, the successful candidate will have a good working understanding of IPR and licencing laws together with a good working knowledge of International law including Civil Service law and its practical application within international organisations.
The working languages of ECMWF are English, French and German. Candidates must be able to work effectively in English and a good knowledge of one of the other working languages would be desirable. Interviews will be conducted in English.

REMUNERATION:

The successful candidate will be recruited at the A4 grade and the annual basic salary will be £74,973.72 net of tax.

LENGTH OF CONTRACT: 
Maximum of four years for initial contract, with the possibility of renewal.
