Compliance officer Afghanistan


Chemonics seeks a compliance officer​ for an anticipated four-year USAID-funded project in Afghanistan under the Public Financial Management indefinite delivery/indefinite quantity contract. The project aims to provide technical assistance on trade agreements, World Trade Organization accession, and rules compliance; organization of regional trade fair and private sector matchmaking events; and capacity building for the implementation customs reforms, as well as value-added tax​ in Afghanistan. We are looking for individuals who have a passion for making a difference in the lives of people around the world. 

Responsibilities include: 
  • Ensure compliance with regulations, USAID policies, and USAID/Afghanistan mission
  • Establish standards and implement procedures to ensure that the compliance programs throughout the organization are effective and efficient in identifying, preventing, detecting, and correcting noncompliance with applicable rules and regulation
  • Ensure compliance to organizational policies, procedures, and international controls
  • Ensure due diligence that funds are not being diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion, or otherwise benefiting maligned groups 
Qualifications: 
  • Advanced degree in financial policy, organizational development, business law, or a related field preferred 
  • Minimum 10 years of experience in audit, procurement, finance, management, or legal work
  • Knowledge of U.S. government/USAID regulations, policies, and compliance requirements related to international assistance programs
  • Relevant certification from internationally recognized compliance or auditing organization preferred, including but not limited to Institute of Internal Auditors, International Standards Organization, American Society for Quality, or International Register of Certificated Auditors
  • Demonstrated leadership, versatility, and integrity
  • Ability to communicate effectively orally and in writing  
  • Qualified Afghan nationals are encouraged to apply​
