Chevron Foundation granted Save the Children to conduct a three year collaborative project to improve the accessibility of high-quality immunization services for children in remote rural regions in Sichuan Province using the innovation digital solution---mobile phone technology.  In order to effectively carry out the project, PATH China Program was sub-granted to Save the Children China Program as technical assistance provider. PATH is seeking a Program Associate capable of managing the sub-grant and supporting the implementation as follows.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Under the leadership of the Responsible Project Manager (RPM), the primary responsibility of the position will be daily management of the sub-grant and overseeing and being accountable for the contracted obligations of PATH, including  monitoring implementation of project to ensure adherence to SOPs, trouble-shooting, and defining and providing technical assistance as needed.
Project management
  • Assist our partner to develop and update the Gantt chart work plan;
  • Take the lead in developing regular work report to the project prime;
  • Take the lead in routine communication with our prime, local partners and consultants on behalf of PATH and promote internal information sharing.
Technical assistance
  • Be responsible and capable to develop the project protocol;
  • Assist the prime to develop baseline-survey tools and the pre-test;
  • Take the lead in technical discussion with IT service provider on tracking system development;
  • Contract consultants to conduct immunization training needs assessment and prepare training plans and materials accordingly;
  • Draft Monitoring & Evaluation (M&E) protocol to monitor project progress and evaluate project performance;
  • Develop Standard Operating Procedures (SOP) for local partners to improve immunization management services in the field;
  • Identify and coordinate external consultants for necessary technical support.
Required Skills
  • Advanced academic degree in Medicine, Public Health or closely related field;
  • Excellent interpersonal skills, able to work collaboratively in a team environment. Well-organized, able to handle multiple tasks and changing priorities;
  • Mandarin speaker and workable spoken and especially written English;
  • Computer competence in Word, Excel, PowerPoint and Project Management are required;
  • Ability to travel domestically or internationally up to 20%.
Required Experience
  • Minimum 5 years work experience in public health, epidemiology surveillance and program management is highly desirable;
  • Demonstrated experience working closely with government public health officials and agencies, notably China CDC system, at all levels in a balance supportive and monitoring capacity;
  • Experience with multi-national teams and international collaborations desired.
