PATH has been offering high level support to the National Immunization Programme (NIP) in Cambodia for many years, and has played a key role in Cambodia’s introduction of measles, Hepatitis B, and most recently Japanese Encephalitis vaccines. PATH supported the development of the current National Immunization Program Strategic Plan (NIPSP) 2008-2015, and is the only NGO representative to the National Technical Working Group on Expanded Programme on Immunization.

PATH seeks a pro-active, result-oriented health professional to serve as our Program Officer for Immunization based at Phnom Penh, Cambodia, and in particular to provide management and technical support for the introduction of Japanese Encephalitis (JE) vaccine in the country. The Program Officer will work closely with key in-country stakeholders including the National Immunization Program, the U.S. Centers for Disease Control, and the World Health Organization. Reporting to the Technical Director of PATH’s Multi-Country Japanese Encephalitis Project based in New Delhi, India.

Specific responsibilities as follows:

  • Serve as PATH’s liaison on issues related to immunization programming in Cambodia. Liaise with key stakeholders such as the Cambodian Ministry of Health, Cambodian National Immunization Program, and Cambodian Pediatric Association;
  • Provide technical assistance to physicians, nurses, laboratory staff, and other hospital staff to facilitate timely identification, investigation, and reporting of cases of meningoencephalitis, including on-the-job training of clinicians;
  • Provide support for maintenance of JE surveillance systems, including monitoring of data quality through review of hospital registers, reporting forms and laboratory data;
  • Provide technical support guidance to health and government officials on activities or strategies related to introduction of the SA 14-14-2 JE vaccine and practical implementation of campaigns and routine immunization programs;
  • Review or assist in preparation of documents or presentations related to JE surveillance and introduction of Japanese Encephalitis vaccine in Cambodia;
  • Prepare project progress reports, donor reports, evaluation reports, and other documents as necessary;
  • Participate in Japanese Encephalitis-related trainings, meetings, or workshops in Cambodia as requested;
  • Act as performance leader and provide guidance and oversight to Provincial Coordinators for Japanese Encephalitis;
  • Help to ensure the sound financial management of immunization projects;
  • Identify program development opportunities and bring them to the attention of the Country Manager;
  • Assist in proposal preparation and development with a focus on gathering background information and negotiations and liaison with national and international partners and donors;
  • Participate as an active member of the PATH Cambodia management team.
Required Skills
  • Demonstrated ability to work effectively with the Ministry of Health of Cambodia (preferably National Immunization Program), donors and other high level stakeholders at national and sub-national levels;
  • Excellent interpersonal, training skills, and negotiation skills with a demonstrated capacity to solve problems with energy, flexibility, attention to detail and a positive attitude;
  • Strong English oral and written communication skills;
  • Excellent written and spoken Khmer skills;
  • Willingness to travel regularly to project sites up to 40 percent annually;
  • Ability to organize and prioritize work and to meet deadlines;
  • Strong Microsoft Office skills.
Required Experience
Doctoral level health professional, preferably MD or equivalent, with Masters degree (or equivalent experience) in relevant discipline (e.g., public health). Minimum 5 years management of health projects in Cambodia.
