Project Title:
Support for Sustainable Energy Management and Reforms
Position:
Power Sector Management Expert/TL (international, 8 person-months)
Project Purpose:
The project encompasses the capacity development technical assistance (CDTA) and aims to work on reform programs on the power sector and strengthen the sector's key framework to ensure the sustainability of the sector-wide systems for hydropower development in Nepal. The project focuses on five components:
  1. Functional support to establish and implement tariff rationalization mechanisms of the Electricity Tariff Fixation Commission,
  2. Time-bound reform actions for the Nepal Electricity Authority (NEA) to implement a financial restructuring plan,
  3. Demonstration of a public private partnership (PPP) structure based on standardized contractual document for NEA and Department of Energy Development (DOED), Ministry of Energy and other energy authorities
  4. Formation of effective small and medium size hydropower investment and development policies
  5. Commercial-oriented comprehensive corporate policies and management systems of NEA
Scope of Works:
The main tasks of Power Sector Management Expert are:
  • Propose development strategies to the executing agency (EA) and implementing agencies (IAs) for each of hydropower development types and sizes,
  • Review the existing regulations, policies and plans for hydropower development
  • Clarify advantages and disadvantages of public private partnership model and promote a demonstration structure with NEA
  • Develop strategic power system planning including power export and import strategy, demand and supply forecasting and media strategy for facilitating investment
  • Set up a roadmap for an institutional capacity development programs for each of the EA and the IAs with other experts
  • Help NEA ensure the end user's affordability mechanism for new connection of rural electrification
  • Support in finalizing the negotiations of the project management contract and its related agreements
