Project Summary:
MSI is implementing a Strategic Communications project with the Ministry of Health in Libya. In order to support and enhance the capabilities of the Ministry of Health (MoH), MSI-Libya will conduct targeted technical assistance in Strategic Communications for MoH staff.
Position Summary:
The Senior Communications Advisor (SCA) will serve as the resident team lead for MSI’s Strategic Communications program with the Libyan Ministry of Health. The SCA will work in concert with MoH stakeholders and staff to provide an assessment of and implement an intensive training and capacity building program for MoH Communications staff. This program will focus on public outreach campaigns and activities to demonstrate to the Libyan people the MoH’s dedication to improving health services. This is an intermittent assignment; the SCA will be expected to travel from his/her home country to Tripoli, Libya for a minimum of four trips at approximately 3-4 weeks each. The anticipated start date is mid-September 2013. The SCA will be supported by MSI home office staff, as well as a local communications professional who will work for the duration of the project.
Responsibilities:
• Provide strategic and management leadership, with responsibility to ensure all program objectives are met according to the schedule;
• Serve as primary liaison with Libya MoH communications professionals and provide advice to the Minster and his/her team on forming the Ministry’s overall communication strategy;
• Conduct an initial assessment of existing MoH communications capacity and identify priority areas for training, possible staff expansion and internal and external reporting systems;
• Design and implement a short-term training program to help MoH staff broadcast messages on emerging changes in the health system directed by the MoH. This campaign will make use of mass media, social media messaging, and engagement with community leaders;
• Conduct an assessment of existing MoH communications equipment and tools and provide recommendations for procuring the required tools;
• Conduct regular training and mentoring, including curriculum design and execution throughout duration of assignment;
• Assist the MoH team in identifying other areas of technical assistance for additional short-term advisors, in conjunction with home office;
• Provide technical assistance and ongoing support to the MoH in developing and implementing a communications strategy;
• Coordinate with home office, including systematic reporting on project activities;
• Oversee monitoring, evaluation and reporting on program activities.
Qualifications:
• Complete fluency in Arabic and English;
• A minimum of 10-12 years relevant work experience in communications, journalism or public relations, preferably in the MENA region;
• Master’s degree in related field (PhD is preferable);
• Training experience required, preferably with government officials in development context;
• Excellent writing and oral communication skills in dual languages;
• Must be able to design, draft and finalize communications products under tight deadlines;
• Ability to work independently and able to respond to changing conditions;
• Proficiency with media production/editing programs;
• Commitment to live and work in Libya on short-term basis; preference for individuals who have worked in developing countries under difficult conditions.
