Southern Africa is characterised by high levels of water insecurity which undermines efforts towards sustainable economic growth, poverty reduction and regional stability. Water insecurity is mainly attributable to financial shortages and institutional failures, as governments lack the resources and the capacities to develop and manage water resources efficiently and sustainably. Water is potentially available but it is not used efficiently. This is mainly due to the way water services are organised and managed. Water insecurity is worsened by climate change. Over the last decades the region has been experiencing a warming and drying trend. The situation is further exacerbated by the transboundary nature of water resources in Southern Africa, more than 70% of water resources being part of international river basins. In such basins, Integrated Water Resources Management (IWRM) can only be achieved through cooperation between the riparian countries. The overall objective of the programme is to strengthen the individual, organisational and institutional capacities of the SADC-Water Division, selected river basin organisations (RBO) and national institutions for the coherent implementation of transboundary water management.
Your tasks
Your interesting work area as Advisor involves the following responsibilities:
- Advise on appropriate approaches and methodologies to achieve the programme targets and objectives related to water resources management
- Supervise the development and implementation of measures on disaster risk reduction and climate change adaptation
- Coordinate the implementation of water management interventions carried out by the programme
- Assume financial responsibility for the programme component on water resources management
- Provide quality assurance and technical review of project products (e.g. studies and assessments
- Promote the programme’s monitoring and evaluation system contributing to the population
- Oversee the reporting process to the Ministry and other financiers on results achieved in the field of water resources management
- Assist the Head of Programme concerning donor coordination in the SADC water sector
- Support the promotion of cross-cutting issues such as gender, HIV and AIDS in partner organisations
Your profile
Based on an advanced degree in social sciences, water managment or any other related discipline you obtained several years of professional experience in water resources management focused on Transboundary Water Management (TWRM). You ideally worked in water projects located in Africa before. Facilitating the production of quality outputs in a timely manner is one of your outstanding skills. You can tackle new tasks easily and you have good organisational skills. Networking and engaging in cooperation is your passion. Your intercultural competence enables you to build very good working relations with all stakeholders involved in the programme. You speak and write fluently in German and English.
Assignment period
May 2013 until December 2015
