The Asia Foundation, an international non-governmental organization committed to the development of a peaceful, prosperous, and open Asia-Pacific region, is seeking a Chief of Party to assume leadership of a four-year program focused on improving Legal Education in Indonesia, which is at its halfway point.  Funded by USAID, the Educating and Equipping Tomorrow’s Justice Sector Leaders is providing technical support to the law faculties of eight Indonesian universities to develop clinical legal education in partnership with the courts, prosecutors, police and CSOs.
Candidates should be development professionals with specific sectoral expertise, including but not limited to: improving the quality of legal education, training and curriculum development, legal education pedagogy, building the capacity of institutions in the justice sector, and policy research and advocacy. Candidates must possess practical experience in managing rule of law programs, and must be able to demonstrate an understanding of the relationship between law and society, particularly how value systems, traditions, religious beliefs and social norms impact legal culture.  Desirable skills include but are not limited to: experience of the legal, political, economic, administrative and socio-cultural context of legal and institutional reform in Indonesia; academic or practical background in legal education or justice sector related higher education; track record administering USAID cooperative agreements; experience managing workflow of a complex, decentralized technical assistance program; and extensive field experience (preferably in Asia).
Qualifications 
Applicants should be international development professionals with a minimum of 10 years relevant experience. Applicant should have academic experience in the legal sector. Experience working with government and donor communities and an advanced degree in a relevant field are required.  Essential skills include: excellent written and spoken English, strong communication (both oral and written), consensus building, team facilitation, and an emphasis on results. Working ability in Bahasa Indonesia is strongly preferred. Experience or knowledge of South East Asia, particularly Indonesia, is strongly preferred.
