Project Services -- Our Project Services group partners with Energy & Construction operating groups to execute projects by providing top-caliber, professional personnel trained to deliver projects with efficiency and certainty; anticipating and responding to project needs; deploying with market-driven agility well-integrated processes, systems and tools designed to enhance project efficiency; maintaining a market-competitive cost structure; and seamlessly integrating functions into cohesive project teams. Our services include engineering, project controls, quality, procurement, construction and others.

URS Corporation is seeking a Civil Engineer V to be based in our Houston, TX location.

Level Specific Responsibilities:

• Estimate quantities and cost of materials, equipment, or labor to determine project feasibility.
• Prepare or present public reports, such as bid proposals, deeds, environmental impact statements, and property and right-of-way descriptions.
• Capable of functioning with spreadsheet, word processing and standard office software.
• Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan projects.
• Plan and design transportation or hydraulic systems and structures, following construction and government standards, using design software and drawing tools.
• Compute load and grade requirements, water flow rates, and material stress factors to determine design specifications.
• Inspect project sites to monitor progress and ensure conformance to design specifications and safety or sanitation standards.
• Direct construction, operations, and maintenance activities at project site.
• Direct or participate in surveying to lay out installations and establish reference points, grades, and elevations to guide construction
• Acts as primary interface with the client and must be responsive to his needs.
• Must develop close relationships with his clients thru the use of teambuilding to achieve alignment and to confirm/establish goals and objectives.
• Must be familiar with URS lessons learned database and be able to apply appropriate lessons to his client's projects.
• Must establish open and effective communications with client's senior management.
• Works with client in approval process for all drawings, specifications, etc.
• Ensures a well defined overall project scope
• Establishes required project organization and works with department heads on staffing
• Oversees development of cost estimate for engineering and procurement
• Conducts project kick-off meeting with members of the team
• Conducts regular meetings with design team and the client.
• Is responsible for overall job progress, cost and schedule.
• Conducts and distributes Project Quality Evaluation Report
• Administers early project planning procedure and develops execution plan
• Develops and issues Project Instruction Manual
• Assures implementation of Total Quality Management
• Initiates Quantity Based Trending
• Assists Procurement on matters of warranty, taxes, etc.
• Approves all invoices for payment

Requirements

Minimum Requirements:

• Bachelor of Science Degree (or equivalent education) in civil engineering from a four-year accredited college or university.
• 7+ years of civil engineering experience required.
• Minimum 10+ years working on Site Development Projects
• Professional Engineers License required
• Working knowledge of CADD Civil 3D; InRoads
• Basic knowledge of industry standard computer software for the position (examples include software such as CDD, HCS, AutoCAD, Microstation, GIS, Hydrologic/Hydraulic models).

Required Language Skills:

• Ability to read, analyze, and interprets common scientific and technical journals, financial reports, and legal documents.
• Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
• Ability to write speeches and articles for publication that conform to prescribed style and format.
• Ability to effectively present information to top management, public groups, and/or boards of directors.

• Relocation and per diem support are not available for this position.
