CapacityPlus Monitoring and Evaluation Consultant Scope of work Apply by April 16, 2013
  1. Background and Objectives of the Consultancy IntraHealth International is leading a USAID-funded global project, CapacityPlus that aims to strengthen the health workforce needed to implement quality health programs in developing countries. Placing health workers at the center of every effort, the vision of CapacityPlus is to build powerful constituencies to shape the global HRH agenda while achieving demonstrable progress in health workforce development in a set of priority countries.
In partnership with global HRH experts, CapacityPlus is leading the development of an HRH Effort Index in order to improve the measurement of and ability to monitor the strength of a country’s national HRH program. The HRH Effort Index is intended to enable countries, program implementers, and donors to more readily assess and measure levels and trends in national HRH program effort over time within a country and across countries. The HRH Effort Index will be developed in consultation with an expert advisory team and field tested in CapacityPlus emphasis and/or field-supported countries.
CapacityPlus is seeking a monitoring and evaluation consultant to support the development of the HRH Effort Index by completing the literature review for this activity. The consultant will report to the Monitoring and Evaluation Research Advisor who is based in the Washington, DC office. The time period to be covered by this scope of work is April 29 – May 31, 2013, with possibility of extension depending on need.
The literature review will focus on the measurement of effort in implementing health systems strengthening programs as well as the use of health sector indices.
CapacityPlus has already identified some of the articles for inclusion in the literature review and preliminary drafts of some sections have been completed. However, there is still considerable work to be done.
  1. Responsibilities of the Consultant The consultant will be responsible for the following: • Developing a comprehensive literature review on the measure of effort in implementing health systems strengthening programs.
  2. Detailed list of Tasks • Review all of the articles that have been identified for inclusion; and, • Summarize the articles in a literature review that answers the questions defined above. • Submit a draft literature review to the monitoring and evaluation team. • Respond to feedback and suggestions offered in response to the first draft; • Submit a final draft of the comprehensive literature review with references cited in APA format.
  3. Methodology and Available Resource Materials The CapacityPlus monitoring and evaluation team will provide the consultant with necessary project documents as well as a list of articles that have already been identified for inclusion in the literature review. While CapacityPlus will provide some background documents, the consultant is also expected to identify and use resources via electronic and print media and solicit additional information and resources as appropriate.
  4. Deliverables and Reports The main deliverables of this consultancy will be: • Draft literature review on measurement of effort in implementing health systems strengthening programs as well as the use of health sector indices (due May 17, 2013) • Final literature review (responding to feedback from the team regarding the draft literature review) on measurement of effort in implementing health systems strengthening programs as well as the use of health sector indices (due May 31, 2013)
  5. Location and Travel The consultant will be based domestically for distance technical assistance – (home-based), (Washington, DC or Chapel Hill, NC or may be able to telecommute). The consultant is not expected to travel for this assignment.
  6. Timeline, Duration and Level of Effort Timeline and duration:
• The timeline and duration of the consultancy shall be between April – May 2013, with the possibility of extension depending on need. The number of work days allocated for this assignment is 20 days.
Daily rate will be determined according to the consultant’s salary history, as outlined in the consultant’s biographical data form, in conjunction with the responsibilities listed in this Scope of Work.
  1. Consultant Qualifications • Master’s degree, preferably in public health or a related field, with strong experiences in program monitoring and evaluation and technical writing on global health topics • Excellent English language oral and written communication skills are required • Excellent organizational skills – detail oriented and accurate • Excellent word processing skills and proficiency in Word and Excel • Comfortable working in teams as well as independently in the implementation of specific tasks, multitasking and prioritizing, working under pressure and meeting deadlines • Knowledge and experience in human resources for health (HRH) is an advantage • Submission of a brief (5 page) writing sample of which the applicant is the sole or primary author along with their cover letter and CV. The writing sample would preferably be a section of a literature review or on a topic related to global health.

  1. Consultant Approval, Supervision and Reporting All consultants must be approved by IntraHealth International and comply with IntraHealth and USAID rules and regulations. The consultant will submit monthly invoices including a brief activity report to CapacityPlus.
