The Caribbean Development Bank (CDB/the Bank) is seeking to recruit a dynamic professional to assume the role of Operations Officer (Technical Cooperation) [(OO, TC)] in the Technical Cooperation Division of the Projects Department. The successful candidate will be based at CDB’s office in St. Michael, Barbados.
CDB is a regional multilateral development bank which was established in October 1969 to contribute to the harmonious economic growth and development of the member countries in the Caribbean Region and to promote economic cooperation and integration among them, having special and urgent regard to the needs of the less-developed members of the Region.  CDB began operations in January 1970 and has become a leading catalyst for providing development financing, technical assistance and policy advice to its Borrowing Member Countries (BMCs) for the reduction of poverty.
 
The Role
The OO, TC is responsible for compliance with good governance and technical cooperation and best practices to support development of country strategies, project development activities and project performance assessments.
The OO, TC assists in the implementation of the Bank’s Governance and Institutional Development and Technical Assistance Strategies.    The OO, TC is also expected to identify, prepare and supervise his/her own portfolio of projects related to strengthening technical cooperation and governance systems in CDB’s BMCs.
 
The Candidate
Eligible candidates should have:
  1. A first degree and post-graduate degree in Public Administration, Development Studies, Economics, Governance or a related Social Science.  Specialist training in project cycle management, monitoring and evaluation or organisational/institutional assessment will be an advantage.
  2. A minimum of eight (8) years’ practical experience working with international development assistance, including a proven track record of developing and managing technical cooperation projects in developing countries.
  3. Experience in project design, including project budgeting, the use of tools such as project cycle management and results-based management.
  4. A sound knowledge of public sector organisations in developing countries including performance, capacity development and governance issues.
The successful candidate must be willing to live and work in Barbados.
