Voice & Accountability Advisor for Access to Security and Justice Programme, Sierra Leone

Objectives of the role:

As the Voice & Accountability Advisor you will lead, design and implement measures that will increase the citizen and community engagement with security and justice services which will result in enabling government entities to be more accountable and to ensure that those entities are kept accountable by citizens.

Length of the project: 1 year (potentially extended)
Start Date: 5th August 2013

Duties and Responsibilities:
Under the Voice and Accountability part of this multi output programme you would ensure that the deliveries timetable is met per the work plan and that the indicators in the ASJP Logframe for this part of the programme are achieved.
As part of empowerment and advocacy strategies you will lead the design and implementation of certain mechanisms in order to enhance citizen and government collaboration around security and justice sector service provision.
As the Voice and Accountability Advisor you will be the main point of contact as it pertains to the projects Voice & Accountability programming. You will also work with Community Support Organisations to strengthen civil society policy engagement and advocacy around security and justice service provision, including through developing and linking into local and national networks.
As a leader for the V&A output you will need to work well with the leaders of the other outputs to ensure work with national-level GoSL actors is linked to ASJP district-level activities, e.g. through the development of Central Government District Support Plans.
Ensure all reports include assessments on the implementation of the priority activities, obstacles, issues and proposals to ensure sustainability, value for money, and access to justice for women and girls.

Key Skills & Qualifications:
  • Significant experience designing, organising, and overseeing grant projects and other implementation efforts to support Voice & Accountability programming.
  • Five years of experience working on donor-funded Democracy & Governance development efforts in a technical capacity.
  • Experience with direct management of national associates and partnering with numerous advisors.
  • Fluency in spoken and written English.
  • Understanding of Monitoring & Evaluation mechanisms to show efficacy of Voice & Accountability efforts.
  • Organising and managing teams to achieve goals.
Education:
  • University degree within International Development or relevant subject
