Marie Stopes International Coordination and Learning Unit Director - Cambodia


The Partnering to Save Lives (PSL) Program is a multi-year partnership among three NGO Partners (Marie Stopes International, Save the Children and CARE Cambodia), the Cambodian Ministry of Health (MoH) and AusAID to develop and implement a five-year program contributing to the implementation of Cambodia’s Fast Track Initiative for Reducing Maternal and Newborn Mortality 2010-2015 (FTIRM); an initiative designed explicitly to expedite Cambodia’s progress toward reaching MDGs 4 and 5.
PSL will establish a Coordination and Learning Unit (CLU) with clear functional links to all partners and a mandate for monitoring progress against results. A critical function of the CLU will be to synthesise and share learning. The CLU will be instrumental in developing and overseeing a program based research and learning agenda and associated dissemination plan, facilitating the joint annual operational plannin g process and reporting against progress on program-level outcomes.
PSL is seeking an experienced, qualified and highly motivated individual to establish and lead the CLU. You will have demonstrated experience in the coordination of complex bilateral aid programs and ideally be familiar with the operating environment for RMNH services in Cambodia. You will report to the chair of the Program Steering Committee (PSC) and be managed contractually by MSI.
To be considered for this role, ideally you will have: - in-depth knowledge and understanding of RMNH challenges and opportunities in Cambodia - demonstrated ability in engaging with Government, donors, multilateral agencies, and NGOs, and managing stakeholder relations - leadership in joint project planning, budgeting and reporting - experience in planning and overseeing mixed method monitoring and evalu ation, and qualitative and quantitative research methods - Ooverseas field experience required - demonstrated experience in team management and capacity building.
