Information Management Specialist, Remote Monitoring Project, Afghanistan

Project/Proposal Summary:
This forthcoming project will assist USAID/Afghanistan to monitor its portfolio of development assistance projects. The project will involve innovative techniques that cover a broad range of technological sophistication in the M&E field.
Position Summary:
The Information Management Specialist will oversee the management of a large, secure database. S/he will coordinate the collection of a wide variety of information from a range of sources.
**This is a local position. Only Afghan citizens are eligible to apply.**
Responsibilities:
• Design and/or manage a large, secure database with multiple parties providing information into that database using diverse means of data input (i.e., internet-based and cellular phone-based).
• Manage data intake and databases for unsolicited reporting.
• Assist in organizing and managing email addresses and phone numbers where project beneficiaries and other Afghan citizens can send information on project performance.
• Compile information from these sources into readable reports on a monthly basis.
Qualifications:
• At least 5 years of experience in international development with specialized knowledge in information management, database design, and IT systems.
• Bachelor’s Degree in a field relevant to information management.
• Demonstrated ability to create and/or manage a large, secure database.
• S/he shall have at least 2 years of experience managing a team tasked with managing such an information management system.
• Knowledge of U.S. government information management protocols is essential, and knowledge of USAID-specific regulations and procedures is preferred.
• Demonstrated ability to handle sensitive data with the proper discretion and security is preferred.
